R -- CONCESSION PERMIT SOL BICA003 DUE 041398 POC Theo Hugs, Management Assistant, (406) 666-2412 Public notice is hereby given that the National Park Service proposes to award a concession permit authorizing continued marina services for the public at Horseshoe Bend within Bighorn Canyon National Recreation Area, in Wyoming. The permit will authorize services for four (4) years from January 1, 1998, through December 31, 2001. To obtain a copy of the Prospectus interested parties should contact the Superintendent, Bighorn Canyon National Recreation Area, P.O. Box 458, Fort Smith, Montana 59035, (406) 666-2412. The Prospectus describes the requirements of the proposed permit. SUPPLEMENTARY INFORMATION: This permit renewal has been determined to be categorically excluded from the procedural provisions of the National Environmental Policy Act and no environmental document will be prepared. The existing concessioner has performed his obligations to the satisfaction of the Director under the existing permit which expired by limitation of time on December 31, 1997. The existing concessioner has indicated he will not be a competitor for the new permit. Under the Concessions Policy Act (79 Stat. 969; 16 U.S.C. A7 20d), an existing satisfactory concessioner has a right to preference in renewal of their concession permit. The Director will consider and evaluate all offers received as a result of this notice. Any offer, including that of the existing concessioner, must be received by the Superintendent, Bighorn Canyon National Recreation Area not later than sixty (60) days following publication of this notice to be considered.
