Quintana, Contracting Officer (302)323-3418 The project will consist of constructing a new 38,100 square foot building to replace the Airlift Squadron, Base Operations, and the Aeromedical Evacuation Squadron facilities at the Delaware Air National Guard, New Castle, County Airport, New Castle, Delaware. The new facility will be primarily office and classroom areas for training, with some large briefing rooms and storage warehouse areas. The work will consist of reinforced concrete foundation, steel framed two-story building with masonry walls, roof structure, mechanical, electrical, communications, HVAC, etc., as well as associated utilities, parking walkways and landscaping. Work will also consist of demolition and site restoration of two existing masonry framed buildings, approximately one month after completion of the new facility. The solicitation will result in a construction contract which will require performance and payment bonding. This will result in a firm fixed price award based upon a responsible and responsive lowest bidder's offer. All interested, capable, and responsible contractors are requested to send a written response to this announcement on company letterhead stating business type/ size as small, large, 8a, or minority business by 18 March 1998. The applicable small business size standard including affiliates is no more than $17.0 million average annual revenue for the previous three years. The plans will be available for inspection without charge around 15 July 1998 at the Delaware Contractors Association, at 527 Christiana-Stanton Road, Newark, Delaware. The performance period is presently unknown. The anticipated award date is on or about 25 September 1998 with performance start date planned October of 1998. The Standard Industrial Classification (SIC) is 1542. The estimated construction cost is between $5,000,000 and 10,000,000. The Solicitation Package will be available on or about August 1998. There will be a charge for the Invitation for Bid (IFB) package. This amount will be stated in the Request for Sources announcement. The optional project site visit is tentatively scheduled for Thursday, 20 August 1998 at the Delaware Air National Guard Base in the vicinity of the New Castle County Airport in New Castle, Delaware. The tentative Bid Opening Date is on or about 3 September 1998. A Request for Sources will be announced in the CBD near mid May 1998 time frame with definite dates. All firms working on this project are required to register with the Delaware Division of Revenue and meet trade specific licensing and permit requirements. (0042)
