hensonc@agency.afsv.af.mil. Headquarters Air Force Services Agency (HQ
AFSVA) requests information on standard benefits and payroll
applications to run on a Windows NT platform, including Microsoft
Windows based time and labor management software. To provide this
information, the contractor should plan a one or two day visit at the
offices of the HQ AFSVA to analyze the current employee payroll and
benefits program in the context of the contractors ability to provide
replacement systems (software, contract out, and/or a combination of
the two). Two prepare for this visit, the contractor may request a copy
of existing functional descriptions for each system.. Payroll system
must be centralized and capable of processing approximately 27,000
employees and 2,800 retirees located worldwide on a bi-weekly basis. An
average of 270 people are employed at approximately 100 Air Force
Installations throughout the world, including Korea and Turkey.
Employees range from 15 at small sites to 1,000 at large locations.
There are approximately 100 payroll sites that will feed the central
payroll system. All payments are in US dollars. The benefits system is
operated soley at HQ AFSVA and only one copy of the software is
required. The Contractor must be prepared to provide HQ AFSVA an
estimated cost to replace the existing systems. Technical solutions and
cost estimates must be received from potential contractors within six
work days after the site visit is completed. HQ AFSVA will use
technical solutions and cost estimates to determine the most logical
and cost effective method of replacing existing payroll/benefits
