THIS NOTICE SERVES TO ANNOUNCE THE UNITED STATES COAST GUARD'S INTENT TO RELEASE THE FINAL REQUEST FOR PROPOSAL (RFP) FOR ITS PROJECT FOR THE DEEPWATER CAPABILITY REPLACEMENT ANALYSIS. The Draft RFP for this project was released in May 1997. Based on industry and Government comments, and in order to facilitate our ability to award a total Integrated Deepwater System (IDS) contract, the Coast Guard has adopted a two phased acquisition strategy. In Phase I, the Coast Guard will award contracts to up to three industry teams to develop concepts to provide the functional capabilities to meet statutory mandates in the Deepwater area of responsibility. The concepts will be an integrated systems of surface, air, and C4ISR assets. In order to participate in future aspects of this acquisition, participation in Phase I is required. It is our intent to post the Final RFP for Phase I on our Deepwater Project web site at: http://comms2.rdc.uscg.mil/deepwater/ on or about March 16, 1998. Offerors have thirty (30) calendar days after RFP release to submit the Technical/Management Proposal Part I and sixty (60) calendar days after RFP release to submit the Technical/Management Proposal Part II, Cost Proposal, and Administrative Proposal. All responsible sources may submit a proposal, which if received in a timely manner, will be considered by the Government.
