Bureau of the Census (BOC) intends to contract with the National
Research Council to study, review, monitor and advise on the detailed
design and implementation of the BOC's statistical procedures and other
plans for the 2000 Census. The study will be conducted over
approximately four years from date of award through 2001. This effort
requires the unique qualifications and expertise of the National
Research Council of the National Academy of Sciences on relevant issues
to census matters. Expertise required includes the fields of
statistics, including sampling and survey research; demography; social
sciences such as ethnography, social psychology and cultural
anthropology, and experts who are knowledgeable about the use of census
data at national and local levels. These services will be acquired on
an other than full and open basis under the authority of Executive
Order 2859. The proposed contract action is for services for which the
Government intends to solicit and negotiate with only one source. This
notice of intent is not a request for competitive proposals. Interested
persons may identify their interest and capability to respond to the
requirement. However, all proposals received within 30 days after
publication of this notice will be considered by the Government. A
determination by the Government not to compete this proposed contract
based upon responses to this notice is solely within the discretion of
the Government. Information received will normally be considered
solely for the purpose of determining whether to conduct a competitive
