SYNOPSIS: THIS IS NOT A SOLICITATION. The Nuclear Weapons Contracting
Division is seeking to identify potential sources for Development of an
Aging Surveillance Program for the Advanced Cruise Missile Nuclear
Weapon Subsystem. Background of Acquisition: The purpose of an Aging
Surveillance (AS) program is to periodically monitor the state of aged
components after exposure to operational environments. The results are
used to establish and periodically update Service Life Estimates (SLE)
on critical components, thus providing lead time for orderly
procurement and replacement before deteriorating parts degrade system
reliability or safety. In order to develop a comprehensive AS program
the system must be subjected to an Age Sensitive Item Analysis (ASIA).
The ASIA process involves engineering analyses at the component and
material level that take into account failure modes, aging mechanisms
and environment effects. The results of the ASIA have two uses, to
identify component parameters susceptible to change and to define tests
capable of detecting degrading parameter trends. The AGM-129A, Advanced
Cruise Missile (ACM), Nuclear Weapon Subsystem (NWSS) consists of these
major components: an Arm/Disarm Device (A/DD), an impact sensor
assembly, a separation switch, and warhead mounts. Each major component
is essential for safe, reliable operation of the ACM. Objective of
Acquisition: The development of an economical, effective ACM NWSS AS
Program will be accomplished in two consecutive phases. Phase I
consists of performing an ASIA, determining test level environments,
recommending sample sizes, and identifying test equipment hardware and
software configurations. Phase II includes design and development of
test equipment and establishing a data base of test results. The Air
Force will determine the scope and content of Phase II after Phase I is
complete. It is anticipated that the solicitation and awarded contract
for this program will include Phase II under an Award Term provision.
This provision would provide for sole source award of Phase II to the
Phase I contractor contingent upon performance evaluated under an
Award Term Plan. Data: Specifications and drawings pertaining to the
Arm/Disarm Device (A/DD), impact sensor assembly, separation switch and
warhead mounts will be provided when the solicitation is released.
Contractor skills required in Phase I: The contractor shall provide
evidence that each member of his staff has a working knowledge of
nuclear weapons regulations and requirements. Further the contractor
shall provide evidence that his staff, collectively, includes persons
skilled in materials engineering methods, engineering systems analysis,
and test equipment hardware and software technologies. "Contractor
staff members" is defined as those persons who would perform
engineering or technical tasks under the proposed contract or would
supervise persons performing the tasks. Interested prospective sources
must include descriptive literature describing the capabilities of
