Standards and Technology (NIST) intends to enter into a sole source
contract with BDM International, Incorporated of McLean, Virginia under
the authority of 41 U.S.C. 253(c)(1) -- Only one responsible source,
for administrative and technical writing support as Executive
Secretariat. NIST is a long term participant in the Common Criteria for
Information technology Security Project, a multi-national activity
involving the governments of Canada, France, Germany, the Netherlands,
United Kingdom, and the United States. NIST will provide Executive
Secretarial support to both the Common Criteria Implementation Board
(CCIB) and the Editorial Board (CEMEB) in the development of a
definitive version of the Common Criteria (CC) and the preparation of
a Common Evaluation Methodology (CEM). BDM International is uniquely
qualified due to its personnel's internationally known experience in
computer security criteria and detailed knowledge of the history,
technical content, and political aspects of the evolution of the CC. In
addition, BDM personnel is extensively involved in the security
products evaluation processes used by the six participating
governments. The Government anticipates the award of a fixed labor hour
purchase order. The required period of performance is from the
effective date of purchase order award (FOB Destination --
Gaithersburg, MD) through September 30, 1998. The proposed requirement
is for supplies or services for which the Government intends to
solicit and negotiate with only one source under authority of FAR
6.302. Interested persons may identify their interest and capability to
respond to the requirement or submit proposals. This notice of intent
is not a request for competitive quotations. However, all proposals
received within fifteen (15) days after date of publication of this
synopsis will be considered by the government. A determination by the
Government not to compete this proposed requirement based upon
responses to this notice is solely within the discretion of the
government. Information received will normally be considered solely for
the purpose of determining whether to conduct a competitive
procurement. A Request for Quotation (RFQ) package is not available.
