The Business Information Services for the Newly Independent States
(BISNIS) has a mission to facilitate U.S. commercial success in the
markets of the New Independent States (NIS), by conveying to American
companies essential business information about opportunities,
developments, and strategies. BISNIS plan to focus attention on
Russia's regions, including Novosibirsk. BISNIS requires the services
of a contractor based in Novosibirsk to provide vital market
intelligence to BISNIS. The period of performance will be for one (1)
year from date of an award. The contractor shall be responsible for
providing BISNIS with trade leads, market intelligence, and industry
and regional reporting on Novosibirsk. Interested offerors must meet
the following evaluation/qualification criteria: (1) Have extensive
experience performing research on commercial issues, and have strong
contacts with the Novosibirsk business community and government
leaders, and with the U.S. business community in Novosibirsk, (2) Have
experience working with U.S. Government entities, including knowledge
of U.S. policies and procedures, and gathering commercial information
for the U.S. Government, (3) Must be fluent in Russian and English,
and able to write reports using standard business English, (4) Must be
located at a site in the city of Novosibirsk which is easily
accessible to both local firms and U.S. companies interested in
investment and commercial opportunities in the region, and (5) Have the
ability to utilize e-mail in order to facilitate communication between
contractor and BISNIS. Interested offerors must submit materials
documenting skills and abilities to meet the evaluation/qualification
criteria. All responses will be evaluated jointly with the BISNIS
Director and appointed staff on a "best value basis." Request for
copies of the RFQ and statement of work must be submitted in writing
via fax (301) 713-0806, Attention: Janene P. Dyson. Responses received
after 15 days of this notice or without the required information will
be considered nonresponsive to the synopsis and will not be
considered. The anticipated award date is on or before March 6, 1998.
An award will be made under Simplified Acquisition Procedures.
