The Federal Highway Administration intends to negotiate a sole-source contract with Time, Inc. for the publication of an advertorial on National Scenic Byways in the April issue of Life Great Escapes magazine. Great Escapes is a special travel edition of Life magazine that is printed twice yearly. Life meets the minimum needs of the FHWA under this requirement through a combination of the magazine's extensive distribution of both subscription and over-the-counter sales and its feature supplement dedicated to road travel.
