for technical information The Joint Direct Attack Munition (JDAM)
Program Office, ASC OL/YU, has been directed to begin planning for the
implementation of an affordable precision guidance capability into the
JDAM weapon system. In order to fulfill this direction, the JDAM
program office requires technical support in the following areas: 1)
Evaluating the warfighters' precision JDAM requirements as expressed in
the Joint Operational Requirements for JDAM; 2) Reviewing current
precision guidance technologies for potential JDAM application; and 3)
Defining the weapon system interface requirements concerning the
integration of precision capability onto the JDAM weapon system and
related JDAM-aircraft. In order to be capable of providing this
support, a contractor must have extensive knowledge of the JDAM weapon
system design. At this time, the Government does not possess a JDAM
technical data package. The contractor must also be able to complete
this effort not later than 30 September 1998. Interested firms who
believe they have the capability to perform this effort should respond
with details of their qualifications and experience in accordance with
Numbered Note 25. Firms responding to this synopsis should state
whether or not they are a small business concern or small disadvantaged
business concern as defined in FAR 52.219-2, respectively. This
synopsis is for information and planning purposes only, it does not
constitute a solicitation for bids or proposals and is not to be
construed as a commitment by the Government. Capability packages are

Ombudsman has been appointed to address concerns from offerors or
potential offerors. The Ombudsman does not diminish the authority of
the program director or contracting officer, but communicates
contractor concerns, issues, disagreements, and recommendations to the
appropriate Government personnel. When requested, the Ombudsman shall
maintain strict confidentiality as to the source of the concern. The
Ombudsman does not participate in the evaluation of proposals or in the
