The Volpe Center plans to procure through Simplified Acquisition procedures, a sole source to Alaska Railroad Corporation, Anchorage, Alaska to repair eight (8) Army Rail Tank Cars and to recertify all rail cars for interchange service per CFP 49. These cars have developed internal and external problems and have been taken out of service by the Federal Railroad Administration (FRA), they are part of the National Defense, minimum requirements for the security of the state of Alaska and the lower 48 states. In order to return these cars back to service they must comply with both the FRA and the Association of American Railroads (AAR) Safety and Interchange Rules. Small Business firms classified under SIC Code 3743 that are interested on proposing must demonstrate in writing that they have the expertise to perform the repairs meeded and have knowledge of the requirements that are set forth by the FRA and the AAR. Small Business firms will be required to submit documentation in support of the above no later than 15 days from the date of this publication, prior to receiving a solicitation. A single award will result from this solicitation.
