Henson. The OH-58D Interim Contractor Support will provide interim
fielding logistics support for Model 250-C30R3 engines in the US Army
OH-58D aircraft assigned to Fort Hood, Texas. This effort includes
engines, engine parts, tools, on-site representative(s), technical
publications, and technical assistance and material replenishment at
all levels of scheduled and unsheduled maintenance. This requirement
also includes an option for an additional one year of support.
Authority and Justification for other than full and open competition is
10 U.S.C.2304(c)(2) and 10 U.S.C.2304(C)(1). The proposed procurement
is for services and supplies which cannot be obtained through full and
open competition because of the urgency of need, FAR 6.302-2 and only
one responsible source is capable of satisfying the Agency's
requirements, FAR 6.302-l. Allison Engine Company (AEC), Indianapolis,
IN is the only known source capable of performing this work in the
timeframe required to satisfy the Army's minimum needs. AEC is the
solemanufacturer of the 250-C30R3 engine. All responsible sources may
submit a proposal which shall be considered by the Agency. See Numbered
