45433-7233 49 -- AUTOMATIC TEST EQUIPMENT (ATE), SUPPORTING THE F-15 ELECTRONIC
SYSTEMS TEST SET (ESTS) PROGRAM SOL n/a POC Ken Noffsinger, Contract

objective of this synopsis is to seek interested sources able to build
interface test adapters, cabling, holding fixtures and transportation
cases for test program sets (TPS) for the F-15 Air Data Processor
(ADP), Embedded GPS/INS (EGI) and Digital Map System (DMS) to be used
on the Electronics Systems Test Set (ESTS) developed by Northrop
Grumman Corporation (NGC). The contractor shall be responsible for all
manufacture of these items as well as updating the Royal Saudi Air
Force Country Standard Technical Orders to USAF TOs, converting
existing TOs to an electronic format compatible with the current
WorldView format, and re-writing the TPS software for the updated TO
and computer program identification numbers (CPINs). In trying to
produce the ITAs and cables, certain parts may not be available that
are listed on the drawings -- the contractor must be responsible for
any redesign and update of drawings. In such a case, the contractor
must be responsible for conducting a first article acceptance test to
ensure the redesigned product meets user requirements.The contractor
shall also be responsible for establishing a support agreement NGC to
obtain an ESTS to perform acceptance testing. Offers will be considered
from any firm providing clear and convincing evidence of its capability
to meet all the following criterion: (a) Capability to build and test
the aforementioned items. (b) Fast turnaround time; these items need to
be delivered beginning in the last quarter of CY98. (c) Working
knowledge of the aforementioned LRUs, their use in the F-15 as well as
knowledge of the ESTS and its systems. (d) SIC for this procurement is
3728 with a size standard of 1000 employees including the offerror and
its affiliates. Failure to provide the above data with your response
to this notice may disqualify your firm from further consideration.

Ombudsman has been established for this acquisition. The only purpose
of the Ombudsman is to receive and communicate serious concerns from
potential offers when an offer prefers not to use established channels
to communicate his concern during the proposal development phase of
this acquisition. Potential offers should use established channels to
request information, pose questions, and voice concerns before
