combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; quotes are being requested and a
written solicitation will not be issued. This procurement is being
conducted under the Simplified Acquisition Procedures (SAP) portion of
the Federal Acquisition Streamlining Act (FASA) and is being issued as
a Request for Quotations (RFQ) for CHILLED MIRROR HYGROMETER, 1 EA,
WITH MIN RQMTS AS LISTED: A. MEASURE DEW/FROST POINT UTILIZING CHILLED
MIRROR TECHNIQUE WITH CLOSED CYCLE CYRO-COOLER. (B) OPERATING RANGE OF
-95 DEGREES C TO +30 DEGREES C. (C) ACCURACY OF A LEAST PLUS/MINUS 0.5
DEGREES C. (D) RESPONSE OF LESS THAN 5 SECONDS FOR DEW POINT AND LESS
THAN 20 SECONDS FOR FROST POINT MEASUREMENTS. (E) OUTPUT OF 0-10 VDC
FOR THE FOLLOWING: (1) DEW/FROST POINT; (2) SAMPLE CHAMBER PRESSURE;
(3) OPTICAL BALANCE (4) HEATER CURRENT. (F) CALIBRATION AND TEMPERATURE
STANDARD TRACEABLE TO NIST. (G) REQUIRED SAMPLE FLOW OF LESS THAN OR
EQUAL TO 5 LITRES/MINUTE. (H) FABRICATED SUCH THAT CONTROL ELECTRONICS
ARE MOUNTABLE IN GOVERNMENT-OWNED STANDARD 19-INCH RACK. (I) EQUIPPED
WITH REMOTE DISPLAY MODULE. (J) ENVIRONMENTAL OPERATION RANGE: (1)
TEMPERATURE -50 DEGREES C TO +40 DEGREES C. (2) 5 TO 30 PSIA. (K) TOTAL
SYSTEM WT. NOT TO EXCEED 45 POUNDS. (I) OPERATE ON 115 VAC 60 HZ WITH
POWER CONSUMPTION OF LESS THAN 100 WATTS. (M) SYSTEM FABRICATED TO
WITHSTAND FLIGHT APPLICATIONS AT 35,000 FEET WITH TEST FLIGHT DATA. (N)
PROVIDE TWO (2) SETS OF OPERATION AND MAINTENANCE MANUALS WITH
ELECTRICAL AND PLUMBING SCHEMATIC AND ONE (1) SERVICE KIT. (O) PROVIDE
ONE (1) DAY OF TRAINING AT MANUFACTURER S SITE. The provisions and
clauses in the RFQ are those in effect through FAC 90-44 This
procurement is a total small business set-aside. The SIC code and the
small business size standard for this procurement are 3829 and 500
respectively. The quoter shall state in their quotation their size
status for this procurement. All small responsible business sources may
submit a quotation which shall be considered by the agency. Delivery
shall be FOB Destination. The DPAS rating for this procurement is
DO-C9. Quotations for the items(s) described above may be mailed or
faxed to the identified point of contact and include, solicitation
number, FOB destination to this Center, proposed delivery schedule,
discount/payment terms, warranty duration (if applicable), taxpayer
identification number (TIN), identification of any special commercial
terms, and be signed by an authorized company representative. Quoters
are encouraged to use the Standard Form 1449,
Solicitation/Contract/Order for Commercial Items form found at URL:
http://procure.arc.nasa.gov/Acq/Standard_Forms/Index.html to submit a
quotation. Quoters shall provide the information required by FAR
52.212-1. If the end product(s) quoted is other than domestic end
product(s) as defined in the clause entitled "Buy American Act --
Supplies," the quoter shall so state and shall list the country of
origin. The Representations and Certifications required by FAR 52.2l2-3
(which may be obtained via the internet at URL:
ftp://procure.msfc.nasa.gov/pub/reps_certs/sats/) shall be required
from the successful quoter(s) prior to award. FAR 52.212-4 is
applicable. FAR 52.212-5 is applicable]. Quotations are due by close of
business on 2/23/98 to the address and identified point of contact
specified above. [ Selection and award will be in accordance with FAR
52.212-2 with the following evaluation factors: Unless otherwise
stated, for selection purposes technical, price and past performance
are essentially equal in importance. It is critical that offerors
quotes provide adequate detail to allow evaluation of each offer.
Technical acceptability will be determined by information submitted by
the quoter providing a description in sufficient detail to show that
the product quoted meets the Government's requirement. An ombudsman has
been appointed -- See Note "B". It is the quoter's responsibility to
monitor this site for the release of amendments (if any). Potential
quoters will be responsible for downloading their own copy of this
combination synopsis/solicitation and amendments (if any). Hard copies
may be obtained from the identified point of contact; however, the
closing date is as stated in this combination synopsis/solicitation,
