The Fleet and Industrial Supply Center, San Diego intends to procure Contractor Developed Curriculum/Course Data Products for Navy Drug and Alcohol Program Advisors. A firm fixed price contract with fixed and optional tasks is anticipated. Statement of Objectives (SOO) that state the overall solicitation objectives will be incorporated into the solicitation. The offeror will use the SOO and other applicable provisions of the RFP as a basis for preparing a proposed Statement of Work. The SOW shall be submitted as part of the proposal and will become an attachment to the contract at award. This approach give offerors the flexibility to develop cost effective solutions with the opportunity to propose innovative alternatives meeting the stated objectives.
