TO IDENTIFY 8(a) SOURCES WHICH ARE CAPABLE OF PROVIDING THE SERVICES
DESCRIBED BELOW. NASA/GSFC is hereby soliciting information from 8(a)
firms for a potential new contract award for Multidisciplinary
Engineering Development Support Services in support of NASA/GSFC's
newly reorganized Applied Engineering Technologies Directorate (AETD)
and the Systems Technology and Advanced Concepts (STAAC) Directorate.
The resultant contract shall require the Contractor to provide on-site
and off-site programmatic and technical support to the AETD and STAAC,
pursuant to task assignments issued by the Contracting Officer. This
support shall include the personnel, facilities, and materials (unless
otherwise provided by the Government) to accomplish the tasks. The
intent of the contract will be to obtain support services in the
following areas: feasibility studies, system definition studies,
systems engineering, execution phase flight hardware and software
development (through on-orbit checkout), and research and technology
support unique to system development. In addition, tasks may include
providing incidental support to develop, fabricate, assemble, and unit
test as well as system engineering, system integration and test,
maintenance, modification, and configuration management of scientific
and applications flight systems, including flight instruments, attached
shuttle payloads, free-flying spacecraft, and technology and payload
development. This procurement shall be an 8(a) set-aside, and the
assigned SIC Code is 8711. No solicitation exists; therefore, do NOT
request a copy of the solicitation. If a solicitation is released it
will be synopsized in the CBD and on the NASA Acquisition Internet
Service. It is the potential offerors responsibility to monitor these
cites for the release of any solicitation or synopsis. Interested 8(a)
firms having the required, specialized capabilities to meet the above
requirement should submit a Capability Statement of two (2) pages or
less indicating the ability to perform all aspects of the effort
described herein. In addition, responses must include the following
(not to be included in the page limit specified above): name and
address of firm; size of business; average annual revenue for past 3
years and number of employees; ownership; number of years in business;
affiliate information: parent company, joint venture partners,
potential teaming partners, prime contractor (if potential sub) or
subcontractors (if potential prime); list of customers covering the
past five years (highlight relevant work performed, contract numbers,
contract type, dollar value of each procurement; and point of contact

at FAR 2.101. This synopsis is for information and planning purposes
and is NOT to be construed as a commitment by the Government nor will
the Government pay for information solicited. Respondents will not be
notified of the results of the evaluation. Respondents deemed fully
qualified will be considered in any resultant solicitation for the
requirement. All responses shall be submitted to Celeste M. Dalton no
