Environmental Protection Agency (EPA), Assessment and Modeling Division
is seeking a contractor to provide technical support in testing,
analyses, and emissions characterization needed to implement
requirements of the Clean Air Act Amendments (CAAA) of 1990. The
contractor shall also provide analytical support for regulations
developed by EPA and the Division using expertise in statistical
analysis, technical writing, and engineering. Such projects will be
specified under a level of effort contract, sometimes with a short
turnaround time requirement. The testing support shall be provided on
such tasks as development of instrumentation packages to determine
operating parameters and characterize emissions for highway and nonroad
engines, including marine engines, alternate cycle testing for the
revised Federal Test Procedure (FTP), the analysis of vehicle, engine
and catalyst testing data, conducting specialized tests to support CAAA
mandated studies or regulations, and other tasks related toregulation
development. The contract shall not be required to produce feasibility
studies or make decisions on regulations or policy. Therefore, all
testing analyses and support are limited to technical issues; advice or
assistance relative to policy development, decision-making, management
and/or administration issues shall not be provided under this
contract. A second synopsis will be issued specifying the type of
contract and amount of hours needed for this requirement. The
requirement will be solicited on a full and open competitive basis
using procedures set forth in FAR Part 15. Solicitation no.
