B -- FEASIBILITY STUDY TO EXPAND THE CAPACITY OF THE SS-18 ICBM DISMANTLEMENT FACILITY, PIBAN'SHUR SOL DSWA01-98-C-0038 POC Michael O. Jackson, Negotiator, (703) 325-9211, Edward L. Archer, Contracting Officer, (703) 325-5028 This effort is a sole source contract to the Russian Federation Chemical Transport State Enterprise Design Bureau. This study will define the effort required to increase the elimination capacity of the ICBM elimination facility at Piban'shur, Russia, without halting the current elimination operation. Included within the feasibility study are an Environmental and Safety study, physical site and environmental surveys, and an environmental/safety compliance plan, as well as Russian Federation required "Justification of Investment" and "Design" documents. The contractor shall plan, coordinate, conduct, and document this study in accordance with the technical requirements specified herein, and obtain the specified permits, certifications, and approvals. The primary purpose of this study is to ensure that all requirements, reference materials, permits, certifications, and approvals have been defined and provided prior to the construction phase of the project. This does not include the creation of detailed construction blueprints. The reason this effort is a sole source is because the Russian Federation Chemical Transport State Enterprise Design Bureau is the company designated by the Russian Federation to perform this work. In addition, the Bureau designed the existing Piban'shur missile elimination facility and has access to the technical personnel, technical staff, and Russian Federation regulatory bodies necessary to perform or approve the services described above. Any other firm desiring consideration must identify its capability to perform this requirement. See Note 22 (substitute 15-day proposal receipt in lieu of 45-day period).
