C -- ARCHITECT/ENGINEERING SERVICES, INDEFINITE DELIVERY/INDEFINITE QUANTITY (OPEN-END), ENVIRONMENTAL SOL F30602-98-R5005 DUE 031998 POC Sabina A. Case, Contracting Specialist, 315-330-4975 or E. J. Rena, Contracting Officer, 315-330-7518 Architect-Engineer (A-E) services are required for design of miscellaneous environmental compliance projects and supporting services at Air Force Research Laboratory, Rome Research Site. Open-end contract will be issued for a period of one year with four option years. Projects will be issued to contractor by delivery orders; no delivery order will exceed $299,000. Cumulative amounts of all delivery orders will not exceed $750,000 for basic year or each option year. Delivery orders will be issued from time to time as the need arises during the Architect-Engineer (A-E) services are required for design of miscellaneous erm over the life of the contract. Firm-fixed price A-E contract (Indefinite Delivery/indefinite Quantity) will be used. Selection of firm for negotiation shall be through an order of preference based on demonstrated competence and qualifications necessary for the satisfactory performance of the type of professional services required. The significant evaluation factors in particular order of relative importance are: (1) Past performance on environmental compliance projects. (2) Specialized experience and technical competence in the submitted areas of expertise. (3) Capacity to accomplish work in the required time. A prompt response to requested services is required. (4) Qualifications of the staff and consultants that will perform the actual work. (5) Location of firm relative to the geographic area of consideration (Rome, NY and vicinity) providing a sufficient number of qualified firms respond therein. (6) Capacity, capability and expertise to submit all project documentation in electronic format, including but not limited to the generation of plans, reports, specifications, cost estimates, schedules, spread sheets, etc. (7) Volume of work previously awarded to the firm by the Department of Defense (DoD) in the last 12 months with the objective of effecting an equitable distribution of DoD A-E contracts among qualified firms. Include the following statement in submitted section 10, Standard Form (SF) 255's: "This firm/joint venture has been awarded $xxx,xxx of DoD fees in the twelve months preceding the date of this SF 255. Firms that meet the requirements described in this announcement are invited to submit their completed Standard Forms 254/255 to AFRL/IFKO, 26 Electronic Parkway, Rome NY 13441-4514. The SF 254/255's must be received before 4:00 P.M. EDT 19 Mar 1998 to be considered for selection. An Ombudsman has been appointed to hear significant concerns from offerors or potential offerors during the proposal development phase of this acquisition. Routine questions, such as clarifications of the Statement of Work or the terms and conditions, are not considered to be "significant concerns" and should be communicated directly to the Contracting Officer, E. J. Rena, 315-330-7518. The purpose of the Ombudsman is not to diminish the authority of the contracting officer or program manager, but to communicate contractor concerns, issues, disagreements and recommendations to the appropriate Government personnel. The Ombudsman for this acquisition is Vincent Palmiero, Chief, Policy and Management Division, at 315-330-7747. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. The Ombudsman should only be contacted with issues or problems that have been previously brought to the attention of the contract Specialist/Contracting Officer and could not be satisfactorily resolved at that level.
