INFORMATION: This announcement is open to all businessesregardless of
size. If a large business is selected for this contract, it mustcomply
with FAR 52.219-9 regarding the requirement for a subcontracting
planfor that part of thework it intends to subcontract. The current
FY98 subcontracting goals for thiscontract are a minimum of 61.2% of
the contractor's intended subcontract amountbe placed with small
businesses, 9.1% of that to small, disadvantagedbusinesses, and 4.5%
towoman-owned businesses. These are subject to change. The
subcontracting planis not required with this submittal, however, large
businesses should considerthis when putting together their team. All
responders are advised that thisproject may becanceled or revised at
any time during the solicitation, selection, evaluation,negotiation and
final award. The contract shall be an indefinite delivery firmfixed
price. The contract limit is $200,000.00. The contract may
includeoptions for twoadditional option years and an additional
$200,000.00 per year. There will beno specific delivery order limit
except that of the yearly contract limit. More than one AE may be
selected. Contract award is anticipated for May 98. 2.
PROJECTINFORMATION: The AE selected would be required to have
sufficient staff,flexibility, and capability to be available on an
as-needed basis. Typicaltypes of services to be provided are: onsite
construction quality assurancesurveillance for compliancewith contract
requirements; review of quality control plans, sampling analysisplans,
safety plans, data validation and other submittal review;
environmentalsampling to include asbestos/lead sampling and other
environmental technicalservices atvarious project sites in Alaska for
environmental restoration/clean-up offormerly used defense sites,
installation restoration projects and militaryconstruction projects.
LOCATION: Various Locations, Alaska. 3. SELECTIONCRITERIA: The
followingselection criteria headings are listed in descending order of
importance: (A)professional personnel in the following disciplines:
(weighted equally) (1)minimum in-house requirements is one construction
project engineer or contractmanager; and (2)disciplines which may be
subcontracted: architects, engineers, engineering labtechnicians,
geotechnical engineer, chemists, geologist, ADP data entry clerk,file
and shop drawing clerk, computer specialist, construction
representativeor qualityassurance representatives. Responding firms
MUST address each discipline,clearly indicate which shall be
subcontracted, and provide a separate SF254 andSF255 for each
subcontractor necessary. The contractor shall employ, for thepurpose
ofperforming that portion of the contract work in the State of
Alaska,individuals who are residents of the State, and who, in the case
of any craftor trade, possess or would be able to acquire promptly the
necessary skills toperform the contract. (B)specialized experience and
technical competence, including where appropriate,experience in energy
conservation, pollution prevention, waste reduction, andthe use of
recovered materials: (1) construction and/or environmental
contractmanagement andclean up projects for removal of hazardous and/or
toxic waste; and (2) 3 yearsprevious experience and knowledge of Corps
of Engineers' contracts withemphasis on quality assurance and
management of construction projects. (C)capacity to maintainschedules
and accomplish required work on three simultaneous delivery orders;(D)
past performance on DOD and other contracts with respect to cost
control,quality of work, and compliance with schedules; (E) location of
the firm ingeneral geographicalarea of the projects and knowledge of
locality: availability of AE staff tomeet frequently with Corps
personnel in the Alaska District Corps of Engineers'office in Anchorage
and ability to mobilize staff to Alaskan project sites onrelatively
shortnotice; (F) volume of DOD contract awards in the last 12 months as
described inNote 24; and (G) extent of participation of SB, SDB,
historically blackcolleges and universities, and minority institutions
in the proposed contractteam, measured as apercentage of the estimated
effort. 4. SUBMISSION REQUIREMENTS: Firmssubmitting SF 255s (1 copy
only) should include: (1) organization of proposedproject team, (2)
responsibilities and authority of key project personnel,
(3)relationship of projectteam to overall organization of the firm, (4)
a quality control plan, and (5)in block 8c of the SF 255 include a POC
and phone number. The 11/92 edition ofthe forms MUST be used, and may
be obtained from the Government PrintingOffice, by calling
theadministrative contact named above, or from commercial software
suppliers foruse with personal computers and laser printers. Submittals
must be received atthe address indicated above not later than COB (4:00
pm Alaska time) on the30th day from thedate of this announcement. If
the 30th day is a Saturday, Sunday, or Federalholiday, the deadline is
the close of business of the next business day. Anysubmittals received
after this date cannot be considered. No additionalinformation shall
beprovided, and no faxed submittals shall be accepted. Solicitation
