CORRECTION -- CORRECTION -- UPDATE The Federal Bureau of Prisons (FBOP)
will be soliciting for Contractor-Owned/Contractor-Operated
correctional facilities for an estimated population of 2,200 District
of Columbia (D.C.) sentenced felons, Line Item #1 -- 1200 Low/400
Minimum Security adult males, 300 Various Security Youth Rehabilitation
Act offenders, Line Item #2 -- 300 Various Security adult females. The
FBOP may award multiple contracts to two sources under this
solicitation. Any proposed facilities should be located within close
proximity (e.g. within 300 mile radius) of the United States Capitol
Building -- the maximum radius shall be specified in the Request For
Proposals (RFP). Offerors will be required to provide information to
the FBOP for compliance with the National Environmental Policy Act
(NEPA) of 1969, 42 U.S.C. 4321, et seq.,and the implementing
regulations at 40 CFR 1500-1508. Possible places of performance are
unknown. Prospective offerors shall submit, in writing to the
Contracting Officer, all requests for Wage Determinations for the
geographic area(s) in which they are proposing to perform this service.
Requests shall contain the State and County of the place of performance
and shall be submitted NO LATER THAN 15 calendar days after issuance of
the RFP. The FBOP intends to award [a] fixed-price with award-fee
contract(s) with a potential term of 10 years -- consisting of a 3-year
Base Period and seven 1-year option periods. The contractor shall
provide all necessary facilities, services, equipment, and supplies
needed for contract performance. Interested parties are advised Past
Performance and Experience will be significant factors in the
evaluation of Offers and award selection shall be made on a Best Value
basis. The estimated RFP issue date is February 12, 1998. The
estimated closing date is April 1, 1998. All responsible sources may
