OFFICER, SYNOPSIS@PHIL.FISC.NAVY.MIL. The FISC Norfolk Detachment
Philadelphia intends to acquire technology support services to assist
the Joint Command and Control, Communications, Computers, and
Intelligence Surveillance and Reconnaissance Battle Center (JBC) in the
establishment of a test bed and experimental environment for the
assessment of existing and near-term-insertion technology for the joint
war fighter. The contractor will support the JBC in determining
appropriate projects, designing an assessment process for the projects,
actual assessment of the projects and reporting the results of the
assessments. An estimated 442,000 man hours of services will be
required over the five year period of performance which will consist of
a base and four one year option periods. An indefinite-delivery,
indefinite-quantity, cost plus fixed fee contract is planned. The
Government intends to make multiple awards using a best value source
selection methodology. The solicitation will require the submission of
both technical and cost/price proposals. The government intends to use
a collaborative process with industry to develop the solicitation for
this procurement. In order to participate in the collaboration process,
potential offerors will need access to one of the following Web
browsers: Netscape Navigator 2.02 or above, Microsoft Internet Explorer
3.0 or above. Firms which desire to participate in this process should

firm's name, a complete address, a point of contact and phone number.
The mailing list for the resultant solicitation will be developed from
those firms which participate in the collaboration to develop the
statement of work for this effort. It is expected that proposals will
be due on 6 April 1998. The SIC Code for this procurement is 8711.
