small businesses and small disadvantaged businesses (which also
includes women-owned, and/or 8(a) firms) capable of performing work in
a follow-on procurement to existing contract NAS2-13396 for logistics
and administrative support. These services include: warehousing,
pick-up and delivery, inventory control, tool crib, mail delivery,
electronic generation of various logistical functional management
reports, shipping and receiving, and equipment management using
government provided computerized inventory control, supply management,
and property accountability programs and software. In addition, the
Contractor shall provide the necessary program management and
administrative support associated with these functions, including
productivity improvement and quality enhancement objectives. The
required services will normally be furnished between the hours of 7:30
a.m. and 4:00 p.m., Monday through Friday, except as noted in specific
areas of the statement of work, or as directed by the Contracting
Officer's Technical Representative (COTR). Additional effort may be
required to support special requirements, such as Shuttle Operations.
Location of these services will be at or near the Dryden Flight
Research Center, Edwards, California. The envisioned contract will have
a five (5) year period of performance (including options), and have an
approximate start date of February 15, 1999. The solicitation for
these services will be written with specific performance-based
characteristics and may result in a fixed-price, indefinite delivery
contract. Industry will be invited to review a draft request for
proposals (RFP) and comment on the anticipated contract type and means
for assuring the appropriateness of each performance-based
characteristic. No solicitation exists; therefore, do not request a
copy of the solicitation. If a solicitation is released it will be
synopsized in the CBD and on the NASA Acquisition Internet Service. It
is the potential offeror's responsibility to monitor these sites for
the release of any solicitation or synopsis. In order to properly
ascertain the method of procurement for these services, qualified small
businesses, small disadvantaged businesses, women-owned businesses,
and/or 8(a) firms are invited to submit a capability statement to the
NASA Dryden Flight Research Center. Information to be provided must
include, but is not limited to: 1) name and address of firm, 2) size of
business, 3) average annual revenue for past 3 years and number of
employees, 4) ownership, 5) whether they are small, small disadvantaged
8(a), and/or woman owned, 6) number of years in business, 7) affiliate
information: parent company, joint venture partners, potential teaming
partners, prime contractor (if potential sub) or subcontractors (if
potential prime), 8) list of customers covering the past five years
(see below), and 9) two points of contact (including telephone numbers
and titles). Detailing all relevant technical qualifications,
interested firms should include in their capability statements
demonstrative information relative to past performance and experience
in managing a large workforce and performing work similar to the
technical requirements of this procurement. Statements should highlight
relevant work performed and provide: 1) name of contracting activity,
2) contract numbers, 3) contract type, 4) period of performance and
dollar value of each procurement, 5) list of major subcontractors
(including pertinent names and phone numbers) and 6) point of contact
for each contract (including phone number). Because this support is
expected to meet the definition of commercial services, respondents may
also wish to comment on specific industry terms and conditions, or
common commercial practices, characteristic of these services.
Capability statements should be no longer than 25 pages in length.
