(Site Code DACW37) 1. CONTRACT INFORMATION: Geographic Information
System (GIS), surveying, mapping, aerial photography, and hydrographic
surveying under PL 92-582 (Brooks Act) and FAR Part 36 are required
for various projects within the Midwest primarily within the St. Paul
District boundaries of all or portions of MN, WI, ND, SD, and IA. An
indefinite delivery contract is anticipated to be awarded by June 1998
with a base period not to exceed one year and two option periods not
to exceed one year each. The amount of work in each contract period and
individual task orders will not exceed approximately $300,000. An
option period may be exercised when the contract amount for the base
period or preceding option period has been exhausted. Work will be
issued by negotiated firm fixed-price task orders. The District
currently has and may award in the future ID contracts to perform work
that may also be encompassed by this announcement; the following
factors will be considered in deciding which contractor will be
selected to negotiate an order: Performance, capacity to accomplish the
order in the required time, specialized experience, and the equitable
distribution of work. This announcement is open to all businesses.
Large businesses selected it must comply with FAR 52.219-9 regarding
the requirement for a subcontracting plan on that part of the work that
it intends to subcontract. The subcontracting goals for this contract
are that a minimum of 61.2% of intended subcontract amount be placed
with small businesses (SB), 9.1% be placed with small disadvantaged
businesses (SDB), and 4.5% placed with woman-owned small businesses
(WOSB). The plan is not required with this submittal. The wages and
benefits of service employees (see FAR 22.10) performing under this
contract must be at least equal to those determined by the Department
of Labor under the Service Contract Act. 2. PROJECT INFORMATION: The
services to be accomplished include the full range of GIS, surveying
and mapping activities. Work shall include (1) GIS graphical and
nongraphical or relational spatial database generation (2) Global
Positioning System (GPS) and conventional surveys (3) Drawing/map
conversion, raster scanning/vector conversion (4) Finish map or
production from GIS datasets and softwares (5) Remote sensing, and
satellite imagery (6) Large-format map and/or aerial imagery document
production (7) preparation of drawings for survey and aerial mapping
work using computer-aided design and drafting (CADD) and delivering the
three-dimensional drawings in Intergraph MicroStation NT CADD software.
Deliverable GIS data shall also be submitted in compliance with the
Tri-Service Spatial Data Standards for the target systems. The
contractor shall be required to provide professional services specific
to the use and application of: a) ESRI ARC/INFO and Arc/View. b)
Intergraph Modular GIS Environment (MGE), IRAS-C and IRAS-B. The target
database shall be Oracle. The contractor shall have the capability to
submit digital products or deliverables in one or all of the following:
8-mm exebite tape cartridge, R/W optical disk, compact disk, read-only
memory (CD-ROM). The Government will only accept the final product for
full operation, without conversion or reformatting, in the target
software formats, and on the target platforms specified herein: a)
Intergraph Modular GIS Environment (MGE) products: Intergraph TD
Workstation running Windows NT, version 4.0 operating system, b) for
ESRI ARC/INFO products: SUN Ultra II Workstation running Solaris 2.5
operating system, c) for all other surveying and mapping work the
target platform is a personal computer, with a Windows NT operating
system. Use of the metric-system of measurement may be required for
some deliverables under the proposed contract. 3. SELECTION CRITERIA:
See Note 24 for general A-E selection process. The selection criteria
are listed below in descending order of importance (first by major
criterion and then by each sub-criterion). Criteria a-e are primary.
Criteria f-h are secondary and will only be used as "tie-breakers"
among technically equal firms. a) Specialized experience and technical
qualifications: (1) Firms with specialized experience and technical
competence in geographic information systems (GIS), softwares, and
application of GIS technologies as applied to analysis of land
information features and data. (2) Firms composed of GIS specialists,
with expertise in biological or earth sciences including cartography
and geography. (3) Firms composed of GIS specialists, with expertise in
ARC/INFO and components thereof including but not limited to ArcEdit,
Arc-Plot, ArcCAD, ArcView and SQL. (4) Firms composed of GIS
specialists, with expertise in Intergraph Corporation software
including but not limited to MGE, MGE Analyst, Image Analyst, Map
Finisher, Base Mapper, Projection Manager, GeoMedia, Ascii Loader,
IRAS-C, and IRAS-R. (5) Firms with specialized experience in Oracle
database design utilizing Oracle Corporation's Spatial Data Option
(SDO), Intergraph Corporation GIS software applications such as Modular
GIS Environment (MGE) or Geomedia, and ESRI software applications such
as ARC/INFO, ARC/VIEW, or Spatial Data Engine (SDE). (6) Firms with
specialized experience in image processing including LANDSAT, SPOT,
RADARSAT imagery. (7) Firms with specialized experience and technical
competence in the application of Intergraph MGE ASCII Loader specific
to importing of datasets from ARC/INFO coverage files. (8) Firms with
specialized expertise and technical competence in producing viewable
database information through GIS software viewers. (9) Firms with
specialized experience and technical expertise in the creation of
two-dimensional digital databases derived from CADD vectorization. (10)
Firms with specialized experience and technical expertise in providing
quality control for the digitizing and preparing of thematic vector
data compatible with Microstation 95 and ESRI ARC/INFO. (11) Firms with
specialized experience and technical expertise in document conversion
utilizing large-format scanning technologies and related applications.
(12) Firms with specialized experience and technical competence in
topographic surveying, geodetic control surveying, differential and
dual frequency real time GPS surveying, cadastral surveying, and
boundary surveying with CADD expertise. Experience shall demonstrate
expertise in performing field surveys and survey notes, topography,
cross sections, structure sketches, soundings, alignment and settlement
surveys, construction surveys, land surveys, horizontal and vertical
control networks and surveying computations; (13) Firms with
specialized experience and technical competence in hydrographic
surveying of rivers, ports, harbors, revetments, dikes, and inland
navigation projects. Experience shall fully exemplify the use and
expertise of fully automated, digital methods of data collection,
processing and production of resulting bathymetric mapping. (14) Firms
that presently have, or he capability to readily obtain through
purchase or lease, an automated hydrographic survey vessel, capable of
performing depth measurements with precision horizontal positioning,
in shallow draft areas of rivers and backwater areas. Must be capable
of being trailered to and operating in inland streams and backwater
areas. (15) Firms with specialized expertise and technical competence
in GPS techniques. (16) Firms composed of specialists having expertise
in hydrographic, topographic, geodetic control, boundary surveying;
expertise in kinematic and high accuracy GPS surveying and experience
in field data processing and survey adjustments. (17) Firms which have
demonstrated capability to submit all work in hard-copy report format,
hard-copy "F" size engineer drawings, and in generating survey data in
a computer format that can be directly imported into the St. Paul
District CADD system; data forms may include ASCII point datasets,
total station data output, drawn graphics in standard Intergraph IGDS
version 5.x or higher format, and digital terrain models produced from
topographic surveys; (18) quality management, the evaluationwill
consider the management structure; coordination of disciplines, offices
and subcontractors; and quality control plans. b) Professional
capabilities: (1) Qualified registered professional personnel in
surveying and mapping. (2) Specialized expertise and technical
competence in Spatial Data Development, Analysis, and Database
Management, and Image Processing. Evaluation will consider education,
training, registration, overall and relevant experience and longevity
with the firm. c) Past performance on DOD and other contracts with
respect to quality of work, cost control and compliance with
performance schedules. d. Capacity of the firm to perform the
above-mentioned work in the required time. e. Knowledge of surveying in
snow and ice conditions and in lakes and rivers. Knowledge of NGS
coordinate system. f. Extent of participation of SB, SDB, WOSB,
Historically Black Colleges and Universities, and Minority Institutions
in the proposed contract team measured as a percentage of the estimated
subcontracting effort. g. Location of the firm in the general
geographical area of the St. Paul District including the office
location of each person named to work on this contract. h. Volume of
DoD contract awards in the last 12 months as described in Numbered Note
24. Volume of work for the St. Paul District will also be considered
under this factor. 4. SUBMISSION REQUIREMENTS: See Note 24 for general
submission equirements. Interested firms having the capabilities to
perform this work must submit 3 copies of SF255 (11/92 edition), and 3
copies of SF 254 (11/92 edition) for the prime firm and all
consultants to the above address not later than the close of business
on the 30th day after the date of this announcement. If the 30th day is
a Saturday, Sunday, or Federal holiday, the deadline is the close of
business of the next business day. Include the firm's ACASS number and
business size in SF 255, Block 3b. For ACASS information call
503-326-3459. Small business size standard is less than $2.5M in annual
receipts. In SF 255, Block 10 include: 1) The total dollar amount of
the DoD contracts and total dollar amount of the contracting awarded
the firm in the 12 months prior to this notice; 2) A description of the
firms overall design quality management plan, including management
approach, coordination of disciplines and subcontractors, and quality
control procedures; 3) An organization chart showing all named team
members and their responsibilities for this contract; and 4) A
description of owned or leased equipment that will be used to perform
this contract, as well as CADD and GIS capabilities. The Standard Form
255 will clearly denote the office location for each person identified
in Section 7 of the form. Solicitation packages are not provided for
