V -- PREPARE AND TRANSPORT THIRTY SS-N-8 (RSM 40) MISSILES SOL DSWA01-98-C-0037 POC Michael O. Jackson, Negotiator, (703) 325-9211, Edward L. Archer, Contracting Officer, (703) 325-5028 This effort as a sole source contract to the Russian Research Institute of Chemical and Building Machine (RICBM) near Sergiev Posad, Russia. The RICBM performs neutralization and fuel dismantlement of SS-N-8 missiles. This contract calls for the transport of thirty SS-N-8 (RSM 40) missiles from storage at Revda Base, Russia to the RICBM. The SS-N-8 missiles currently stored at Revda Base were received from the Russian navy and then eliminated in accordance with the START I Treaty procedures. The missiles are drained of their heptyl and amyl contents and are partially neutralized. The reason for this effort is a sole source is because this organization is the only organization licensed by the Russian Federation to transport these missiles. Any other firm desiring consideration must identify its capability to perform this requirement. See Note 22 (substitute 15-day proposal receipt in lieu of 45-day period).
