NASA/JSC plans to issue a Request for Quotation (RFQ) for the following equipment: MOSDAX/PC Interface, Handheld Controler, Non-vented Stainless Steel Sample Containers; Motorized Winch, MP38 Probe Retrieval Tool, and MP38 Bridge Plug. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/JSC intends to purchase the items from Westbay Instruments, Inc. per a justification pursuant to FAR 13.106, stating that the equipment is required to comply with the sampling mandates of the RCRA 3008(h) Consent Order with EPA and a Post-Closure Care Permit issued by the New Mexico Environment Department. Westbay multi-port well systems, with current NASA capital investment exceeding $2M, are used to monitor sensitive areas of the WSTF groundwater contamination plume. These systems require the use of specialized and unique sampling equipment for which the design is proprietary to Westbay Instruments, Inc. Interested firms have 15 days from the publication of this synopsis to submit in writing to the identified point of contact, their qualifications/capabilities. Such qualifications/ capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the 15 days or without the required information will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
