SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH
THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL
INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE
ONLY SOLICITATION ; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN
SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation,
#53SBNB860012, is a Request for Quotation (RFQ). The solicitation
document and incorporated provisions and clauses are those in effect
through Federal Acquisition Circular 97-03. This acquisition is a 100%
small business set-aside. The associated Standards Industrial
Classification Code (SIC) for this procurement is 3826, and the small
business size is 500 employees. The National Institute of Standards and
Technology (NIST) has a requirement for: (001) a quantity of one (1)
each Diffuse Reflectance Spectroscopy Temperature Sensor; and (002) one
(1) each 0-500 degree C, heated viewport for 2.75" outside diameter
tapped mounting flange. The Diffuse Reflectance Spectroscopy (DRS)
Temperature Sensor shall be an optical, real-time, in situ temperature
monitor, for use in a UHV MBE chamber to monitor temperature during
III-V semiconductor growth by molecular beam epitaxy. Furthermore, the
temperature sensor shall be able to operate in both a diffuse
reflectance and direct transmission mode. The DRS Temperature Sensor
shall have the following capabilities and/or specifications: Band-edge
sensor with minimum 13 nanometer resolution; ability to operate in
diffuse reflectance mode; ability to operate in direct transmission
mode; temperature accuracy: +/- 5 degrees Centigrade; temperature
resolution: +/- 0.5 degrees Centigrade; day-to-day reproducibility: +/-
0.5 degrees Centigrade; update rate: 1 s; capable of measuring the
following materials over the specified temperature ranges: GaAs 0-800
degrees Centigrade, InP 0-700 degrees Centigrade, Si 0-600 degrees
Centigrade; ability to perform analysis to display substrate
temperature in real time; ability to output temperature information in
a form useable for direct control of substrate heating, compatible
with inputs from: type C thermocouple, type K thermocouple, DC voltage
output; raw spectroscopic data (measured intensity vs. wavelength)
available in non-proprietary format; all components exterior to vacuum;
all embedded computer equipment shall be configuration-matched to the
other hardware in the system; all control hardware (including the
computer CPU, monitor, and keyboard) shall be fully rack-mountable;
there shall be a minimum of 18' cabling between control hardware and
optical input/output modules; the system shall have capability to
support future addition of hardware for X-Y temperature mapping of
substrate. Delivery is required within 8 weeks of Date of Award;
Delivery location is the National Institute of Standards and
Technology, Building 301, Receiving Room, Gaithersburg, Maryland
20899-0001. Acceptance location will be the address of the Contracting
Officer=s Technical Representative (COTR). The FOB Point shall be
Destination, Gaithersburg, Maryland. The following FAR provisions apply
to this solicitation: 52.212-1, Instructions to Offerors-Commercial;
52.212-2, Evaluation-Commercial Items. Evaluation Criteria to be
included in paragraph (a) of provision 52.212-2 are, in descending
order of importance, as follows: Technical capability to meet or exceed
the Government=s specifications, Past performance, and Price. Technical
evaluation criteria, when combined, are significantly more important
than price. The Government will award a purchase order resulting from
this combined synopsis/solicitation to the responsible offeror whose
offer, conforming to this synopsis/solicitation, will be most
advantageous to the Government, price and other factors considered. All
vendors are to include with their quotes, a completed copy of provision
52.212-3, Offeror Representations and Certifications-Commercial Items.

Daily Numbered Note 1 applies to this acquisition. All interested
