to negotiate with the University of Massachusetts at Lowell to conduct
a study on the "Development of Resistance Factors from FHWA Databases."
This study includes an extensive review of the general and deep
foundations sections of the Load Resistance Factor Design (LRFD) for
Highway Bridge Substructures manual and the Deep Foundation Load Test
Database (DFLTD) with emphasis on identifying database design, data
retrieval and data manipulation issues affecting the use of the DFLTD
for calibration. The unique research site, containing all of the
structure performance and ground data necessary for this study, makes
the University of Massachusetts at Lowell uniquely qualified. This is
a Simplified Acquisition and the anticipated award date is on or about
