Sources are sought to provide services, and operate a Training Device Design and Engineering Center (TDDEC) at Vandenberg Air Force Base (VAFB) to provide the capability to build realistic, cost effective training devices for customers within the space and missile community. The (TDDEC) will have the capability to design, engineer, plan, fabricate, repair or modify training devices and full size or scale models (i.e.mechanical models, cut away displays, dioramas, parts tasking, and electrical system function trainers). The (TDDEC) directly supports all Air Force Space Command space and missile units worldwide as well as the Air Education and Training Command for the training of all space and missile operation crew members and maintainers.at Vandenberg Air Force Base (VAFB), Santa Barbara County, California. Services will include, but not limited to precision machining, sheet metal, industrial engraving, plastic/fiberglass, component painting/coating, welding, wood products, model making, mold making,casting, circuit board manufacturing, custom software programming, automated circuitry, and 3D computer assisted drafting (CAD). This notification for solicitation of proposals is being issued in accordance with (IAW) the OMB Circular A-76 and the Federal Acquisition Regulation, (FAR) 7.3 (Contractor versus Government Performance). This solicitation will not result in a contract if, after cost comparison, the government performance is determined to be more advantageous. The contract to be awarded will be for one base period, commencing on 1 April 1999, and five one year option periods. This competition is unrestricted under SIC code 3699, size standard of 500 employees. This notice is to advise of a draft RFP package to be mailed to respondents in mid April 1998. Companies which responded to the initial CBD announcement will be transferred to a source sought list. The final RFP is planned for release during July 1998.
