services, and operate a Training Device Design and Engineering Center
(TDDEC) at Vandenberg Air Force Base (VAFB) to provide the capability
to build realistic, cost effective training devices for customers
within the space and missile community. The (TDDEC) will have the
capability to design, engineer, plan, fabricate, repair or modify
training devices and full size or scale models (i.e.mechanical models,
cut away displays, dioramas, parts tasking, and electrical system
function trainers). The (TDDEC) directly supports all Air Force Space
Command space and missile units worldwide as well as the Air Education
and Training Command for the training of all space and missile
operation crew members and maintainers.at Vandenberg Air Force Base
(VAFB), Santa Barbara County, California. Services will include, but
not limited to precision machining, sheet metal, industrial engraving,
plastic/fiberglass, component painting/coating, welding, wood
products, model making, mold making,casting, circuit board
manufacturing, custom software programming, automated circuitry, and 3D
computer assisted drafting (CAD). This notification for solicitation of
proposals is being issued in accordance with (IAW) the OMB Circular
A-76 and the Federal Acquisition Regulation, (FAR) 7.3 (Contractor
versus Government Performance). This solicitation will not result in a
contract if, after cost comparison, the government performance is
determined to be more advantageous. The contract to be awarded will be
for one base period, commencing on 1 April 1999, and five one year
option periods. This competition is unrestricted under SIC code 3699,
size standard of 500 employees. This notice is to advise of a draft RFP
package to be mailed to respondents in mid April 1998. Companies which
responded to the initial CBD announcement will be transferred to a
source sought list. Submit written responses within 15 days after

may choose to participate in brief one-on-one discussions with the Air
Force in mid May of 1998 to discuss the draft RFP. Details will be
provided in the draft RFP and specific dates and times will be arranged
with each requesting firm. Potential offerors may also submit written
questions and suggestions which will be evaluated for incorporation
into the final RFP, but which may not be answered separately; the final
RFP may also reflect other revisions. The final RFP is planned for
