C -- INDEFINITE QUANTITY ARCHITECT-ENGINEER CONTRACT FOR CONSTRUCTION MANAGEMENT SERVICES SOL 1443-CX-2000-98-025 POC Point of Contact -- Edward Tafoya, Contracting Officer 303/969-2116 E-MAIL: National Park Service, Denver Service Center, contracts_dsc@nps.gov. The National Park Service (NPS), Denver Service Center, is seeking an Architect/Engineer firm/organization or Construction Management Company to provide services to support various construction projects located in National Park Service sites throughout the United States and its territories. The Government may elect to award a single task order contract or to award multiple task order contracts for the services to be provided to two or more sources under this solicitation. The Government reserves the right to award contracts, based on the selection board's final selection list, in order of preference, to the firms considered most highly qualified to perform the work. Each awardee shall be provided a fair opportunity to be considered for task orders to be issued. The Government will use such factors as past performance, quality of deliverables, or other factors that the Contracting Officer, in the exercise of sound business judgment, believes are relevant to the placement of orders. Services to be provided under this contract(s) cover a number of duties related to project management. The contractor(s) will be required to provide cost estimating services, which will include preparation and update of detailed cost estimates for construction/demolition projects, technical evaluation of contractors' proposed construction estimates, and consultation during negotiation with proposed construction contractors. Additionally, the contractor(s) will be required to provide project scheduling support, which will include developing computer-generated CPM schedules, reviewing construction contractor-generated CPM schedules, and training Government personnel in the preparation and review of CPM schedules. The contractor(s) will be required to provide value engineering services, which will include performing formal VE studies and/or VE reviews of Government and A/E designed projects and review and recommendations on contractor-generated VE proposals. VE reviews may be required at planning, conceptual, preliminary or final design stages or during construction. The contractor will provide a certified value specialist (SAVE certified or equivalent) as part of the contractor's team. The contractor(s) will be required to provide criteria development services, e.g., design guidelines, design criteria, associated with design, construction, and renovation to National Park Service facilities nationwide. The contractor(s) will also be required to provide on-site construction inspection services (construction representative). The National Park Service will provide on-site or part time on-site Project Supervision for each project. The Project Supervisor will serve as the technical liaison between the construction contractor and the Contracting Officer and will have written delegated authority to represent the Government. Services to be provided by the contractor selected under this solicitation may include; assistance in process and review of contractor-submitted shop drawings, contractor's progress schedules, schedule of values and safety plans; assistance with the preparation and review of computer generated CPM schedules; site inspection of all components in construction; assistance in the preparation of correspondence and back up for contract modifications; assistance in identifying and recommending resolution of construction/design deficiencies; monitoring of contractor's testing; and assistance in the preparation of as-constructed drawings. The construction representative will not have authroity to represent the Government in dealings with the construction contractor. The selected contractor(s) may be required to work in collaboration with the Architect/Engineering firm that originally designed the project or with in-house National Park Service design personnel in order to determine the design intent as questions arise. Facilities to be constructed and types of work involved include, but are not limited to, building demolition, historic structure rehabilitation and adaptive use, visitor centers, administration buildings, commercial lodging units, maintenance facilities, water and sewage treatment plants, utilities, comfort stations, campgrounds, picnic areas, roads, trails and parking areas. Job requirements require a good understanding, knowledge, and application of construction management principles and practices; and broad experience in all phases of construction inspection and material testing. The following requirements shall be accomplished/met by the on-site Construction Representative(s): Must have a working knowledge of mechanical/electrical/civil/ structural/Architectural/Historic Architectural/Landscape Architectural (as appropriate for the type of construction work involved) practices in order to perform on-site interpretation of drawings, specifications, codes, standards and regulatory requirements to carry out field engineering work. Must be familiar with mechanical/electrical/civil/ structural/Architectural/Historic Architectural/Landscape Architectural (as appropriate) drawings as well as construction materials, practices and methods. On-site personnel must be capable of dealing with the physical demands of a construction project, e.g. climbing ladders, walking on roofs, climbing scaffolding, working in dirty and noisy environments. Duration of construction projects may be from less than 1 year to 3 years. The selected firm(s) shall attempt to provide local personnel residing within 50 miles of the specific projects. If such personnel cannot be provided, and the assignment duration is less than two years, the firm(s) shall be compensated for travel and per diem costs for those employees establishing temporary living quarters at the project area. Compensation will be the same as allowed for Government employees on extended duty travel. The Government plans to negotiate two overhead rates, an office overhead for typical servics and a separate overhead rate for contractor personnel on extended travel on NPS projects. The following criteria in descending order of importance shall be used in the evaluation of prospective firms. Please note that these criteria shall be used by the NPS in lieu of the criteria listed under Note 24: 1. Professional qualifications of the firm and it_s staff proposed for the performance of the construction management services. 2. Specialized and technical experience in specific aspects of construction management, technical expertise in construction of landscape architecture, architecture, engineering, material testing and surveying. Demonstrated experience in performing VE studies. 3. Past performance in Government and private sector contracts and demonstrated effectiveness in construction management (i.e. cost control, estimating, scheduling, inspections, overall quality of work, limiting project delays, resolving differences, safety compliance, VE studies). 4. Capacity of the firm to accomplish the work within the required limits of time (i.e. size of firm, workload). 5. Knowledge of the various national building codes including state and local codes, construction methods and means, and possession of state construction inspection license as required by the locality of individual projects. 6. Firms will be evaluated on the extent to which offerors identify and commit to small businesses and to small disadvantaged and small women-owned businesses in performance of the contract, whether as joint venture, teaming arrangement, or subcontractor. In addition to other factors, offers will be evaluated on the basis of advantages and disadvantages to the Government that might result from making more than one award (i.e. multiple awards). Contract work will be performed under an indefinite delivery/indefinite quantity contract and task orders will be issued defining the scope of services for each project as funding becomes available. The total of all task orders per year will not exceed $2,000,000 and each task order will not exceed $500,000. Each firm selected under this solicitation is guaranteed a minimum amount of $25,000 during the life of the contract, which includes all options if exercised. The term of this contract shall be one year with (four) one year options. This procurement is open to small and large business and is subject to Public Law 100-656, the Business Opportunity Development Reform Act of 1988. The National Park Service supports the Department of Interior_s goals to increase small business participation in its contracting programs. The National Park Service strongly encourages the participation of small business firms including women and minority owned and operated A/E firms and encourages large business firms to include small, women-owned, and disadvantaged business firms as part of their team. Large business firms selected for contract award will be required to submit a subcontracting plan which will separate percentage goals for using small business concerns, women-owned, and small disadvantaged business concerns as subcontractors. The subcontracting plan will need to establish goals for the base and all option years. The government will not indemnify the firm selected against liability involving asbestos or other hazardous materials; that is, no clause holding the firm harmless will be included in the contract. Firms that fully meet the requirements described in this announcement are invited to submit a Letter of Interest and completed Standard Forms 254 for each firm and a Team Standard Form 255 in an original only. Submission of any additional supporting material is encouraged, but only to the extent that it graphically (via drawings and photographs) substantiates the relevant project work specifically described on Standard Forms 254/255. In support of the sustainable practices of resource conservation and material recycling, submissions should be concise, make wise use of recycled/recyclable paper and other materials, and be organized in such a manner that the recyclable material can be easily removed after evaluation. To the extent possible, printed/copied double-sided paper documents will be submitted. Responses must be received before 5:00 p.m., 30 calendar days from the date of this publication (first work day following a weekend or holiday) in order to be considered for selection.
