Federal Acquisition Regulation (FAR) Subpart 5.201. The Department of
Labor, Employment and Training Administration (DOL/ETA) intends to
award a sole source basis nine (9) Job Corps National Training
Contracts. The incumbent contractors are the International Masonry
Institute; International Union of Operating Engineers; International
Brotherhood of Painters and Allied Trades; Homebuilders Institute;
Transportation Communications International Union; AFL-CIO Appalachian
Council, Inc.; UAW -- Labor and Employment and Training Corporation;
National Plastering Industry's Joint Apprenticeship Trust Fund;
Brotherhood of Carpenters and Joiners of America. The period of
performance shall be twelve (12) months from the date of execution plus
four 1-year options at the government's discretion. The contractors
shall provide all necessary personnel, services, facilities and
materials (including travel and subsistence) to satisfy the Job Corps
requirements to meetstudent training needs in various skill areas and
job placement services. Interested qualified sources are invited to
submit a Statement of Capability (SOC), not-to-exceed 10 pages in
length within fifteen days of this publication. The SOC should
demonstrate the interested source's experience in coordinating,
monitoring, overseeing and providing the necessary administrative
support services to accomplish performance of vocational training and
placement activities for disadvantaged youth, including selection,
assignment, training and supervision of instructors on a nationwide
basis. Further, interested sources must clearly demonstrate the
existance of meaningful linkages with both labor and business/industry
organizations throughout the nation, that will promote the placement
of Job Corps students in apprenticeship and other career opportunities.
No solicitation document exists. Responses to this synopsis must be in
writing, no telephonic inquiries will be accepted. Responses must
include the SOC and must reference both the synopsis RFP DAA 98-17 and
