703-696-4871. The Department of Defense Education Activity (DODEA)
intends to award, on a sole source basis, a contract to Center for
Creative Leadership (CCL), One Leadership Place, Greensboro, North
Carolina. The contractor will conduct leadership training for the
Leadership Academy participants from July 27 -- July 31, 1998 in
McLean, Virginia. The primary goal of this training is to provide
experiences that will enhance the knowledge, abilities and skills of
participants in the areas of personal and interpersonal skills
development, education equity and strategic leadership. The four
Institutes (Aspiring, New, Experienced and Executive Leaders) will
convene simultaneously in one location. Each of the four follow-up
Institutes will focus on the same competencies, but at different
levels. CCL will review and expand on Knowledge Areas mentioned above.
As a result of attendance at this skill based program, participants
will: broaden their knowledge about leadership theories and practice
these theories better; understand the relationship between personal
characteristics and school leadership as evidenced by assessments
administered by the trainer; identify methods for better coorporating
positive school culture and leadership; demonstrate enhanced
communication and problem solving skills; experience models for
leadership that address education equity; develop effective
relationships and understand group cohesiveness; learn more about
personal and interpersonal skills development in leadership; practice
decision making for improved leadership. Approach of the Contractor:
The contractor must demonstrate the expert ability to understand,
coordinate, and facilitate instruction as well as provide training
materials which are relevant and congruent to the systemwide DoDEA
Leadership and Equity competencies as identified in DoDEA's
Professional Development and Education Equity Plan. Delivery of the
Leadership Academy training is required to assure the availability and
continuation of a well trained cadre of educators with exceptional
leadership skills. The contractor must have previous experience in
providing this or similar training to DoDEA classroom teachers,
administrators, superintendents and headquarters staff. The provider
must be prepared to authoritatively address questions concerning all
facets of leadership and equity as it relates to school effectiveness
and improved student outcomes. The provider will also be expected to
provide materials for each participant during the training sessions.
The Contractor will: 1. Administer the specifically designed needs
assessment for the 119 participants. 2. Compile and interpret
information gained from the needs assessment. 3. Conduct one-on-one
counseling sessions with each participant. 4. Customize the leadership
curriculum delivery model and information based upon the needs
assessment data. 5. Conduct pre-planning and debriefing sessions from
July 27-31, 1998. 6. Facilitate the large and small group sessions for
119 participants which includes one group each of Aspiring Leaders,
New Leaders, Experienced Leaders and Executive Leaders. 7. Review,
refine, and provide relevant handouts and training materials used
during training sessions. 8. Evaluate the training session. 9. Provide
feedback, based on the evaluation instrument administered, to the
Chief of the Professional Development and Education Equity Division.
Activities and Deliverables: (1) Submit needs assessment information
and instruments to PDEE and mail to participants: April 3, 1998. (2)
Collect, compile and interpret information gained from the needs
assessment: May 25, 1998. (3) Customize the leadership curriculum
delivery model and information based upon the needs assessment data:
June 5, 1998. (4) Review, refine, and provide relevant handouts and
training materials for use during the training sessions: June 12, 1998.
(5) Submit customized curriculum to PDEE: June 12, 1998. (6) Conduct
daily planning and debriefing sessions from July 27-31, 1998. (7)
Facilitate training 31, sessions for 119 participants which includes
teachers, counselors and other instructional support staff: July 27 --
1998. (8) Evaluate training session: August 3-21, 1998. (9) Provide
feedback to the Professional Development Division's staff: August 28,
1998. Contractors who believe that they can meet this requirement are
invited to submit information demonstrating their ability to meet these

days after publication of this notice will be considered in determining
