This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This request for quotation, RFQ-FPL-98-01 is for furnishing specified flow metering instrumentation for the pulping research pilot plant to be delivered FOB DESTINATION to the U.S. Forest Products Laboratory, 507 Highland Avenue, Madison, WI 53705-2398. Inspection and acceptance at destination. Contractor shall indicate time for delivery, but it is desired no later than 4/15/98. The Contracting Officer has determined that this acquisition will be handled on an unrestricted basis. All sources may submit a response which will be considered by the agency. FAR provision 52.212-1 (JUN 1997), Instructions to Offerors -- Commercial Items, applies to this acquisition. SIC Code is 3625 with a size standard limit of 750 employees for the manufacturer to be considered as a small business. Offerors shall include a completed copy of the provision at FAR 52.212-3 (JAN 1997), Offeror Representations and Certifications -- Commercial Items, with their offer. RAR Clause 52.212-4 (MAY 1997), Contract Terms and Conditions -- Commercial Items, applies to this acquisition. FAR Clause 52.212-5 (AUG 1996), Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, applies to this acquisition. Additional FAR clauses cited within that clause which are applicable are (b) (6,7,8,9 and 10). — EVALUATION: Responses will be evaluated using simplified acquisition procedures (FAR 13.106-2). Selection will be made from the source, which in the opinion of the Government, offers the best value. The criteria considered will be Technical (capability of the item offered to meet the agency need with specific emphasis on accuracy of flow meters), Price (total price, inclusive of shipping charges), Warranty, Technical Support offered (current and future), Experience supplying similar equipment to the paper industry, and quality of Past Performance. Relative importance of criteria will be determined on a best value basis by the Government. Responses shall address each of these areas. They shall also contain descriptive product literature and explanation of technical features, warranty provisions and sources of local repair and maintenance. It would be beneficial to compare technical features against the requirements identified in the ITEM DESCRIPTION which follows: -- ITEM DESCRIPTION: The USDA Forest Service, Forest Products Laboratory, requires the following pulping research pilot plant instrumentation: Nine(9) 1.5-inch magnetic flow meters with transmitters and cables. Twenty-One(21) 1-inch magnetic flow meters with transmitters and cables. Four(4) water metering/temperature adjusting systems, and a minimum of two(2) days of on-site technical support.
