The Defense Logistics Agency intends to award on an other than full and open competitive basis pursuant to FAR 6.302-1 "Only One Responsible Source," with Validity Corporation of Largo, Maryland. This notice of intent is not a request for competitive proposals. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12, Acquisition of Commercial Items. No other solicitation will be issued for this requirement. The Solicitation document and incorporated provisions and clauses are those in effect through FAC 97-03. The applicable standard industrial code is 7372 and the small business size standard is 18 million dollars. This requirement is for two Multifunctional Secure Gateway (MSG) Systems. In addition, Technical support/Upgrade for MSG Lite System, Pentium H/W Upgrade, Training Course for up to 5 students, MSG Software installation and set-up internal tables to site specific operational needs. This requirement includes a "user friendly" format to prepare messages directly from a customer's PC, convert messages prepared on a user's PC to an acceptable format for transmission, provide a centrally located routing database to automatically route and transmit messages prepared on a customer's PC without operator intervention and provide an easily accessible centrally database of all transmitted and received messages. A firm-fixed price-type contract is contemplated. The clause at 52.212-4, contract terms and conditions-Commercial Items and clause 52.212-5, Contract Terms and Conditions-Commercial Items, apply to this acquisition.
