plans to issue a Request for Offer (RFO) for the development of
concepts for a Fourier Transform Spectrometer (FTS) based sensor for a
planetary lander mission and a planetary orbiter mission. Three
concepts for each mission are to be developed to include science
requirements, FTS instrument functional requirements, suggested
effectiveness tests, and pros and cons of the concept. The results will
be utilized in the design and development of a miniaturized,
lightweight, low-power FTS prototype, that can operate in the UV,
visible, and infrared spectral regions, with an integrated optical,
mechanical, and microelectronics architecture. Experience in the
design, implementation, and use of FTS instruments to provide
engineering support services in the form of instrument and science
requirements, instrument functional design, and definition of test
parameters sufficient to determine the effectiveness of the FTS testbed
are required. The Government does not intend to acquire a commercial
item using FAR Part 12. See Note 26. The SIC Code and Size Standard are
8731 and 500, respectively. The DPAS Rating for this procurement is
DO-C9. The provisions and clauses in the RFO are those in effect
through FAC 97-03. All qualified responsible sources may submit an
offer which shall be considered by the Agency. The anticipated release
date of the RFO is on or about March 5, 1998 with an anticipated offer
due date of on or about March 25, 1998. An ombudsman has been appointed
