Service Contractor to represent the agency in the capacity of U.S.
Advisor to the Chief Director of the Demand Management Division, South
Africa Ministry of Water Affairs and Forestry. The contractor is to
perform the following tasks: 1. Assist with creating, structuring and
focusing the Demand Management Division (DMD) 2. Assist in the
identification of international resources available to the DMD 3.
Assist with the National Water Conservation Campaign 4. Assist with a
variety of water conservation research projects 5. Participate in the
integration of the goals of water efficiency and social development.
The proposed service requires approximately 95 work days. The
contractor will be authorized transportation to and from the United
States and South Africa. The successful offeror will have extensive
background on South African water issues, experience on the principles
surrounding successful water management practices. The successful
offeror will provide documented evidence of the aforementioned
experience through responsible positions held in the public and private
sectors. The offeror must be able to obtain the approval of the South
African government. Based on information available at this time and in
accordance with 41 U.S.C. 253 (c)(1), implemented by FAR 6.302-1,
Reclamation considers the services specified above as sole source from
Mr. Larry Farwell of Santa Barbara, CA, and proposes to negotiate a
contract with this individual on that basis. However, should additional
sources be identified, they will be considered. Any source who believes
they can provide the aforementioned services, and who possesses
commensurate qualifications to Reclamation's identified source, is
invited to submit, in writing, an affirmative response to this
announcement within 15 days of the publishing of this synopsis. An
affirmative response would include documentation supporting background
of the source. The information will be evaluated and used to determine
if competitive opportunities exist. All sources responding to this
synopsis shall submit information relating to their business size
status, i.e. small large, minority owned, woman-owned, etc. The
standard identifier code (SIC) for this acquisition is 8742 and the
small business standard is no more than $5 million average annual
