B -- ECONOMIC INFORMATION SERVICES POC Boyd Greene, Contract Specialist (202) 874-5442 The Office of the Comptroller of the Currency (OCC) is looking for sources able to supply economic information on three broad categories described below. Companies are encouraged to respond if they have the ability to provide one or more of the three categories listed below. CATEGORY ONE: U.S. ECONOMIC ANALYSES AND FORECASTS. 1. Mandatory Components -- (a) The OCC needs quarterly analyses and forecasts of economic conditions in the United States. These analyses must be updated at least semiannually and address not only the national economy but also the major U.S. geographic regions (such as "Northeastern US" or "Southwestern U.S."), individual states, and the 50 largest MSAs. Each analysis should include tables with historical and forecasted data on critical economic statistics such as income, employment, prices, housing, production, etc. (b) The reports should be provided in a manner convenient to inclusion in the OCC's internal electronic intranet or in some other manner of electronic access convenient to OCC employees. (c) The data should contain historical records for at least three years, and forecasts should include at least three future years. 2. Desirable Components -- (a) The OCC desires that the tables of data be not just readable over the internet or the OCC intranet, but also readily accessible for further manipulation and analysis. That is, we desire the numeric data to be provided in a format that is accessible by external software or that can be exported through automated procedures. (b) The OCC also desires economic data and analyses of MSAs beyond the 50 largest MSAs. Historical data for more than three years and forecasts for more than three years are also desirable. CATEGORY TWO: INTERNATIONAL ECONOMIC ANALYSES. 1. Mandatory Components -- (a) The OCC needs data and analyses of international economic conditions on a country-by-country basis. They should provide historical data on critical economic factors such as income and production growth, trends in trade by sector, import/export trends, inflation rates, and currency exchange trends. These data and analyses should also address critical risk factors such as changes in political or legal environments. (b) The International Economic Analyses can be provided in paper format but should be updated quarterly or even more frequently. 2. Desirable Components -- The OCC desires more frequent updates for countries experiencing rapid changes in their economic conditions. The timing of these updates could be "event-driven"; these updates should explain the causes of observed changes and forecast durations and ranges of outcomes. CATEGORY THREE: REAL ESTATE ANALYSIS. The OCC seeks companies that can supply any of the four components that follow: 1. The OCC needs quarterly analyses, data, and forecasts of real estate conditions among the nation's largest Metropolitan Areas for office and industrial properties. These must also address trends at the sub-market level. Each analysis should include tables with historical and forecasted data on critical statistics such as vacancy rates, rents and supply trends. The analysis must also include a discussion of nationwide trends. 2. The OCC requires a database and system that will enable the user to analyze groups of properties within a given Metropolitan area. The system must be able to handle queries about groups based on multiple criteria, including sub-market location and building specifics. It must provide a statistical table on vacancy rates, rents and provide historical trends. 3. The OCC requires a data base of time series information for rents, prices and capitalization rates for the 50 largest Metropolitan areas in the U.S. The data for each region must be comparable to one another as well as to a national benchmark. 4. The OCC requires quarterly analysis on trends in investments in real estate, including equity investments. It must discuss trends in capitalization rates, discount rates and cash-flow assumptions for offices, industrial, retail, and multi-family properties. NOTE: Any such ongoing reports must be provided in a manner convenient to inclusion in the OCC's internal electronic intranet or in some other manner of electronic access convenient to OCC employees. The OCC desires that numeric data be provided in a format that is accessible by external software or that can be exported through automated procedures. This Sources Sought Notice is not a solicitation. The OCC does not intend to award a contract on the basis of this notice and will not pay for any information received as a result of this synopsis. Companies that can provide the services listed above are requested to submit their INFORMATION to reach OCC by March 5, 1998. The anticipated SIC Code is 7389, Business Services, N.E.C. The size standard for small businesses is $ 5.0 million in annual receipts. Contractors submitting information should include a statement regarding the company's size status (i.e. Large, Small, Minority, or Women-Owned).
