meisner.susan@epamail.epa.gov. The Environmental Protection Agency has
a requirement for contractor services in the technical evaluation of
the efficacy of antimicrobial pesticides for registration and
reregistration efforts. Contractor support will be required in areas
including: (1) Review of product specific efficacy data to ensure that
the correct method was used to support efficacy claim, ensure
information requirements and performance standards were met, ensure
that unauthorized modifications have not been made to test methods; (2)
Review efficacy data submitted in support of data call-ins outlined in
Registration Eligibility Documents (REDs); (3) Conduct
state-of-the-science review of efficacy test methodologies and
guidelines; (4) Review and compile information on inadequate or suspect
performance of registered antimicrobial pesticides; (5) Conduct
literature searches on topics related to the efficacy of antimicrobial
pesticides; and (6) Provide technical support for workshops and
meetings required to resolve issues regarding efficacy and/or efficacy
guidelines. Vendors with the capability of providing these services
are invited to submit, in writing, sufficient information which
demonstrates their ability to fulfill this requirement. Responses must
include (1) capabilities/expertise in Microbiology, Chemistry and
Statistics (including at the Masters & Ph.D. levels); (2) familiarity
with product performance guidelines for antimicrobial pesticides; (3)
familiarity with standard testing methods for disinfectants (e.g.,
those by Association of Official Analytical Chemists (AOAC) and
American Society for Testing and Materials (ASTM)); and (4) relevant
past experience, if any, over the past three years. Of particular
importance to EPA is the intention to avoid a potential conflict of
interest that could occur with the selection of a firm for this effort
who has a relationship with a firm who may generate efficacy data as
a pesticide registrant. Therefore, vendors are requested to disclose
any such relationships in their responses. Responses, including
vendor's business status (e.g., large, small, small disadvantaged,
