Department of Corrections, Health Services Administration, is seeking
a contractor to provide one advanced cardiac life support (ACLS)
ambulance on-site at the Lorton Correctional Facility 24 hours a day,
seven days a week, 365 days a year. Personnel shall be qualified in
accordance with Chapter 5.1 of the Rules and Regulations of the Board
of Health, Commonwealth of Virginia (July 1, 1990). The staffing of the
ambulance shall be in accordance with Chapter 5.2 of the aforementioned
regulations. The on-site ambulance shall proceed to the inmate's
location, provide ACLS services, and transport inmate patients to
Fairfax County Hospital or DeWitt Army Community Hospital. The
Contractor shall replace the ACLS within one (1) hour when it is out of
service. If another inmate requires ACLS services during the one hour
that the Contractor's ambulance is out service, "911" will be used. It
is estimated that such transports will occur between 15 and 25 times
per month, averaging 18 times per month. ACLS transports of inmates
between hospitals are also required. These transports consist of trips
from either Fairfax or DeWitt Hospitals to D.C. General Hospital in
the District of Columbia. It is estimated that such transports will
occur between five and 10 times per month, averaging seven times per
month. The Government contemplates award of one firm fixed price type
contract resulting from this solicitation. The term of the contract
will be 12 months with four one-year options for a maximum possible
