(803)820-5853 The Department of the Navy is soliciting proposals from
qualified parties interested in entering into a Business Agreement with
the United States Government to construct housing for the Marines in
Albany, GA under new legislative authority found in P.L. 104-106 110
Stat 186 Section 2878. The authority in Section 2878 includes a
long-term ground lease on which the successful Offeror will construct,
own, manage, and maintain housing units for service members and their
families in exchange for conveyance of land and facilities. The
Business Agreement will include the ground lease of Government land
located on the Marine Corps Logistics Base (MCLB) in Albany, GA on
which the successful Offeror will design, construct, own, maintain, and
manage 114 to 160 new housing units. In exchange, the Government will
convey title, in the form of a quit claim deed, to 120 acres which
contain 419 houses located at Boyett Village and 10 acres of land
located on the Georgia Power Reservoir containing a structure formerly
utilized as a medical facility. The intent of the business agreement
is to provide quality, affordable housing equivalent to that found in
the private sector and other existing housing communities on the base.
Interested parties are encouraged to utilize their creativity, skills,
and expertise in proposing an offer that is most advantageous to the
offeror and to the Government. The procurement will be conducted by the
Commanding Officer, Southern Division, Naval Facilities Engineering
Command, Charleston, South Carolina utilizing a "Best-Value" process.
In Step 1, interested developers shall submit a Statement of
Qualifications which includes the Offeror's demonstrated ability to
successfully finance, construct, manage, own, operate and maintain the
kind of housing project which addresses the needs of MCLB, Albany, GA.
Offerors receiving a "Pass" rating on Step 1 will be invited to submit
technical and financial proposals in Step 2. STATEMENT OF
QUALIFICATIONS WILL BE DUE ON 23 APRIL 1998. Technical factors will
include (1) Program Statement; (2) Conceptual Site Plan; (3) Conceptual
Design; (4) Production Schedule and Phasing; and (5) Management Plan.
Financial factors will include (1) Financing Plan and Structure; (2)
Minimizing Risk to Government Resources; (3) Project Ownership
Structure; (4) General Considerations; (5) Financial Proformas; (6)
Development Budget; (7) Development Sources and Uses of Funds; and (8)
Operating Revenue and Expenditure Budget. After evaluation, the Navy
will select that proposal which is most advantageous. Copies of the
Request for Proposal (RFP) will be available by written requests only
on or about 23 February 1998. Proposals for Phase I will be due on 23
APRIL 98 at 2:00 PM local time. To learn more about the City of Albany,
