Y -- HIGHWAY CONSTRUCTION SOL CO PFH 81-1(1) DUE 041698 POC Program & Administration (303)716-2014 This project will consist of drainage, hot asphalt concrete resurfacing and guardrail installation on 19.199 km of roadway for CO PFH 81-1(1), Tarryall Creek Road, Pike National Forest, Park County -- Estimated price is between $1,000,000 and $5,000,000. The Government will issue this solicitation through the use of compact disk (CD-ROM). The plans, specifications and other bid documents will be available in electronic format on CD-ROM only and will be provided free of charge. The disk will be stand-alone, i.e. no installation required, with bid documents in (.pdf) file format; drawings in (.cal) Group 4 raster format; and viewing/printing software. The number of compact disks will be limited to one (1) per firm. Plans and specifications WILL NOT be provided in printed paper format. All bid forms, bid bonds, and other normal documents required for the bid submittal shall be submitted to FHWA in paper format. Electronic format for the bid submittal documents will not be allowed. Amendments to the solicitation will be issued in paper format to all plan holders. The Department of Transportation (DOT) Office of Small and Disadvantaged Business Utilization (OSDBU), has programs to assist minority, women-owned and disadvantaged business enterprises to acquire short-term working capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or subcontract at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, performance and payment bonds up to $1.0 million per contract. The DOT provides an 80% guaranty on the bond amount to a surety against losses. Loans are also available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
