This requirement will be issued as a Request for Proposal to obtain housing maintenance and repair services for various Military Family Housing units located on Tyndall AFB, Florida. The Government anticipates award of a Firm Fixed Price-Award Fee contract with a performance period of a base year and four option years. This requirement has been identified as a test source selection and will be conducted using the "Basic" procedures found in Air Force Federal Acquisition Regulation Supplement, Appendix BB. These procedures can be found on the SAF/AQC homepage at the following address: http://www.safaq.hq.af.mil/contracting/library/aabbpub.html. The total number of units requiring maintenance averages 1018 at any stage during the period of performance. The contract shall be for a broad range of maintenance services. The work includes, but is not limited to, change of occupancy maintenance and cleaning, routine and emergency service calls, entomology service, and the operation of a self-help store, and plant farm. The contractor shall be required to maintain an office on Tyndall AFB (Government furnished facility). The service requires work in a variety of trades, the majority of which will involve general maintenance, cleaning, and repair personnel. Additionally, the use of carpentry, roofing, electrical, heating and air conditioning, and plumbing personnel are anticipated. The services to be provided are subject to the Service Contract Act and Davis Bacon Act wage rates. This solicitation will be available on or about March 30, 1998 the closing date for submission of offers will be established upon formal issuance of the solicitation. This procurement has been accepted as a competitive 8(a) set aside as a national buy. The national buy number established by the SBA is 0491-98-801694. Only those firms eligible under section 8(a) of the Small Business Act may compete for award. The concern and its affiliates cannot exceed an average annual receipt for the preceding three fiscal years of $12,000,000.00 under the SIC Code 7349. This requirement is not restricted to firms in the developmental or transitional stage.
