The Umatilla Chemical Depot, northeast Oregon, has a requirement for a TOC contract. This Request for Proposal will be 100% full and open competition. The contract will be for one (1) year base period with two (2) one year option periods. The TOC is an indefinite delivery, indefinite quantity contract for the alterations, maintenance, repair and new minor construction, including Utility, Street and side- Walk, Parking Lot, Plumbing, Electrical, HVAC and all other work that require construction disciplines. All discipline coordination and quality control will be important elements of the awarded contract. The award will be based on the following criteria: Factor 1 -- Price, Factor 2 -- Past Performance, these factors will be weighed equally. Past Performance should demonstrate a full range of general contract construction experience with multi-phased and fast-tracked project execution and provide the capabilities of professional quality control. All proposals received will be evaluated by Government personnel. The magnitude of construction is estimated to be between $1 million and $5 million a year.
