Francis L. Mahan, fmahan@ems.jsc.nasa.gov. The NASA Lyndon B. Johnson
Space Center (JSC) intends to procure an enclosed semi-trailer
including furnishings and audio/visual equipment suitable for use as a
mobil theater and museum display. At a later time, JSC also intends to
procure audio and visual production services to produce a space
technology spin-off exhibit and a short movie to be displayed within
the semi-trailer. JSC also intends later, to procure
tractor/semi-trailer operations services including the lease of a
tractor to transport the semi-trailer to and between various venues
across the continental United States. THIS PROCUREMENT IS FOR THE
SEMI-TRAILER ONLY. The semi-trailer shall have an overall length of
fifty-three (53) feet, an overall height of approximately thirteen (13)
feet, an overall stowed width of approximately eight and one-half (8
1/2) feet, and deployable side sections to provide an overall deployed
width of approximately sixteen (16) feet. The semi-trailer shall be
weather tight in both the stowed and deployed configuration and meet
all applicable state and federal regulations governing the interstate
trucking industry. The semi-trailer shall be delivered at JSC fully
equipped with all required utilities, environmental control systems,
access means for the mobility impaired, and interior and exterior
finishes. This procurement is being conducted under the NASA Midrange
Pilot Program Procedures which have been approved by the Office of
Federal Procurement Policy. The Government intends to acquire a
commercial item using FAR Part 12. Offerors will be evaluated for
relevent experience and past performance on all elements of the
Statement of Work. All responsible sources may submit an offer which
will be considered by the agency. The anticipated release date for the
Request For Offer is on or about March 4, 1998 with an anticipated due
date of April 6, 1998. An ombudsman has been appointed. SEE NOTE "B".
The solicitation and any related documents will be available over the
Internet. The documents will be in Microsoft OfficeSuite (Word 6.0,
Excel 5.0, PowerPoint 4.0) format and will reside on a World Wide Web
(WWW) server, which may be accessed using a WWW browser. The WWW
