Wolfe, 304/285-5883 THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This solicitation is issued as Request for Quotation No. RQ98-013. This procurement is being issued as a 100 percent small business set-aside. The Standard Industrial Classification is 3826 with a size standard of 500 employees. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-46. Furnish to the National Institutes for Occupational Safety and Health (NIOSH), 1095 Willowdale Road, Morgantown, WV a telemetry system for monitoring animal temperature and activity in a rotating wheel and on-site training in accordance with the specifications listed below. SPECIFICATIONS: A system is required which consists of implantable transmitters which can measure body temperature and animal activity in a running/activity wheel in a non-invasive way. The system should be able to accommodate twenty animals simultaneously. The transmitters should be rechargeable without requiring battery exchange or return to the manufacturer. The data handling system should be based on a Windows 95 platform to assure compatibility with other laboratory equipment. The transmitter component of the system should not require a battery, should be small enough to fit either rats or mice, and should provide stable temperature calibration to within 0.1 degrees C. The activity wheels should be fully integrated with the activity monitor transmitter system and data monitoring system should be capable of display of distance turned. The wheel should have sufficiently low resistance to turning that both rats or mice should be capable of turning the wheel. The cage containing the wheel should allow the rat to exit from the wheel to rest. Delivery is desired within 30 days after receipt of order. The Government will evaluate based on F.O.B. Destination (Morgantown, West Virginia) and the requirements at FAR 52.214.21 "Descriptive Literature" apply. Information provided must demonstrate the system's ability to meet the specification or your offer may be rejected. Offers will be evaluated on their ability to meet or exceed the stated specifications. The Government intends to make one award to the responsible offeror whose quotation conforms to all requirements of this solicitation and is considered the best value to the Government.
