synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; NIST requests quotes but will not issue a request
for quotes. Federal Acquisition Circular 97-03 applies to this
acquisition. The National Institute of Standards and Technology (NIST)
intends to acquire a rear illuminated detector CCD system to detect
and to analyze Raman signals in a Spex microRaman spectrometer. The
system shall include the following items: CLIN 0001 -- one each, rear
illuminated CCD detector with the following salient characteristics: A.
Readout noise four to seven electrons at 50kHz, B. dark charge less
than 0.5 electrons per pixel-hour -100 degrees Centigrade, C. UV/AR
coating D. Response non-uniformity of less than plus or minus five
percent over the entire CCD range, excluding the blemish regions. E.
liquid Nitrogen hold time greater than 30 hours, F. Scan rate of 50-150
kHz, G. Well capacity 1,100,000 electrons; H. detector elements with
more than 1000 plus pixels by 300 plus pixels. CLIN 0002 -- one each,
ST-138 controller and ISA interface card ; CLIN 0003-one each,
bona-fide Windows 95-based software which accompanies the detector;
CLIN 0004-one each, adapter to Spex Triplemate spectrometer. The
contractor shall deliver this equipment within ninety (90) days from
the date of contract award. The system shall carry a warranty of one
year from the date of acceptance. During the warranty period, the
instrument shall be warranted against failure of all components, except
consumable items that the contractor shall list in the documentation.
Spare parts for the system shall be made available to the NIST for a
period of not less than five (5) years from the system's last
production date. Anticipated award date is March 25, 1998. SIC code is
3827. The small business size standard for this SIC code is 500

provision at FAR 52.212-1, Instructions to Offerors -- Commercial,
applies to this acquisition. FAR 52.212-2 Evaluation-Commercial Items,
applies to this acquisition. The NIST will issue a purchase order
resulting to the responsible quoter whose quote conforming to the
solicitation will be most advantageous to the NIST, price and other
factors considered. The NIST will use the following factors, listed in
descending order of importance, to evaluate quotes: A. PAST
PERFORMANCE: The quoter shall identify at least three separate parties
who have used the detector system over the past year. The NIST will
randomly select references from the list provided in the quote and ask
questions which will result in the collection of information regarding
the following areas: 1. Technical capabilities, 2. reliability of
hardware and software, 3. Ease of software use, and 4. Technical
support for problem solving B. TECHNICAL CAPABILITY: meeting or
exceeding specifications regarding dark charge and reduction of readout
noise. The NIST will assign a higher technical ranking or rating to the
degree which the quote exceeds the technical requirement. Past
performance and technical capability when combined, are significantly
more important when compared to price. Quoters shall include a
completed copy of the provision at 52.212-3, Offeror Representations
and Certifications-Commercial Items, with its offer. The clause at
52.212-4, Contract Terms and Conditions Commercial applies to this
acquisition. The clause at 52.212-5, Contract Terms and Conditions
Required to Implement Statutes or Executive Orders -- Commercial Items,
applies to this acquisition and includes the following FAR clauses: FAR
52.222-26, Equal Opportunity; FAR 52.222-35, Affirmative Action for
Special Disabled Veteran Era Veterans; FAR 52.222-36, Affirmative
Action for Handicapped Workers; FAR 52.222-37, Employment Reports on
