A-E services are required for design of: two buildings containing 4,023 square meters (43,300 SF ) which provides separate space for Squadron Operations and a Communications Support Facility, Security Police Operations and Physical Fitness Facility; prewired work stations; utilities; site improvements; pavements; and asbestos removal in and demolition of an existing building. Services will include but not be limited to: Type A Investigative Services, consisting of (a) performing field surveys, investigations, inspections, and data collection as necessary to support the design phase and (b) developing alternative concepts for design; (2) Type B, (at the option of the Government), consisting of accomplishing a complete design based on the Government Statement of Work or Project Book for each project with engineering calculations and design analysis, statement ofwork, technical specifications, detailed drawings and cost estimates for use in competitive bidding by contractors; and (3) Type C Construction Inspection and Testing Services (at the option of the Government). Prospective A-E firms will be evaluated in accordance with the following criteria, which are listed in order of importance. Selected A-E will best meet these qualifications: (1) Professional qualifications necessary for satisfactory performance of required services, including architect, civil engineer, electrical engineer, mechanical engineer and structural engineer; (2) Specialized experience and technical competence in the type of work required for administrative facilities, including the use of prewired work stations, experience in energy conservation, pollution prevention and waste reduction; (3) Capacity to accomplish the work in the required time; (4) Past performance on contracts with government agencies and private industry in terms of cost control, quality of work and compliance with performance schedules; (5) Location in the general geographic area of the project and knowledge of the locality of the project; (6) Demonstrated success in prescribing the use of recovered materials; (7) The volume of work previously awarded the firm by the Department of Defense ( prime firm or all joint venture firms should include a statement, based on the 12 months prior to this submission, which lists the contracts and gives the amounts for DOD contracts awarded to the firm, delivery orders processed for indefinite delivery contracts, and DOD fees paid against these contracts and delivery orders); (8) The extent that the potential contractor identifies and commits to small business, small disadvantaged business, historically black college and university, or minority institution in the performance of the contract, whether as a joint venture, teaming arrangement, or subcontractor. Total estimated construction cost for this project is between $5,000,000 and $10,000,000.
