Contract for Architectural and Engineering (A-E) services for
repair/maintenance, alteration, and new construction projects (in
Texas, Oklahoma, Arkansas, and New Mexico) and limited design review
services in the remaining 46 states and foreign countries where ARS has
facilities. Facilities include research laboratory facilities,
biological containment laboratories, administrative support facilities;
research greenhouse facilities; maintenance support facilities; and
supporting infrastructure. Two firms will be selected, located within
the four states listed above which comprise the Southern Plains Area
(SPA). The contracts to be awarded shall be for one (1) year with four
(4) one-year option periods. The firms selected will be required to
provide professional services in the disciplines of architecture,
structural, civil, mechanical, fire protection, and electrical
engineering for pre-design, design, and post design services. The
contract(s) shall incorporate A-E services as required which shall
include, but not be limited to: energy-related studies, environmental
assessments and impact statements; studies and reports involving State
Historical Preservation Officers; radon gas, lead-based paint and
asbestos surveys; investigative reports; concept studies; field and
geotechnical investigations; land surveys and legal descriptions;
design criteria development; designs, design analyses; life cycle cost
analyses; value engineering studies; drawings; specifications;
detailed cost estimates; bid evaluations; shop drawing reviews and
approvals; construction monitoring and inspection; building
commissioning; site inspection services; design review services; and
other related services. Evaluation of firms will be made on the
following criteria, in descending order if importance: A) Professional
qualifications necessary for satisfactory performance of required
services; B) Specialized experience and technical competence of key
personnel in the type of work required; C) Staffing and equipment to
accomplish the work in the required time and to manage multiple task
orders; D) Past performance on contracts with Government agencies and
private industry in terms of cost control, quality of work, and
compliance with performance schedules; and E) Location within the SPA
and knowledge of project localities. The Government agrees to obtain,
under the contract, a minimum of $1,000 worth of professional services
per year. The maximum value of professional services to be obtained
under the contract shall not exceed $500,000 per year unless it becomes
in the Government's best interest to do so due to an emergency on a
case-by-case basis. Subsequent contract award will be made to a small
business firm. A small business firm is a firm whose average annual
receipts for the last three fiscal years were $2.5 million or less.
Firms meeting the requirements are invited to submit SF-254's and
SF-255's under this Solicitation No. 9117-3K15-98 to the U.S.
Department of Agriculture, ARS, FD, FCB, 6303 Ivy Lane, Room 616,
Greenbelt, Maryland 20770-1433, Attention: Alan F. Connell, by 2 p.m.,
