constitutes a Request for Information (RFI) synopsis and market
research. Information obtained as a result of this synopsis is for
planning purposes only. It does not constitute an invitation for sealed
bid or request for proposal. The Government is currently conducting a
market survey and analysis of commercial off-the-shelf and government
off- the-shelf products that can meet, or be modified to meet, the
requirements for an automated food service information management
system (AFSIMS) for the United States Military Academy (USMA) Cadet
Mess operation. The food service system shall automate the current
manual information flow process used to control the Cadet Mess food
service process from requisition and receipt of product through
delivery to the customer. The food service information management
system shall provide for the following: Forecasting (menu, patron
history, cost); Menu Planning; Catering (planning dining room layout);
Production and Recipe File; Cook/Chill and HACCP; Purchasing,
Ordering, Inventory Visibility and Pricing; Accountability/Inventory
Control (receipt, storage, issue); Cadet Mess Accounting and Cadet
Accounting; Setup and Training; General System (maintenance support
upgrades); Nutritive Analysis utilizing Recommended Dietary Allowances
(RDA). The USMA is utilizing the RFI process to gather information to
help better plan its Information Technology strategy as it relates to
its goal to implement an up-to-date AFSIMS. It is seeking information
that would lead to a cost effective, and expeditious implementation
that will maximize the use of commercial off-the-shelf or Government
off-the-shelf software packages. It is requested that the vendor
include pricing that will be used for budget planning purposes only.
System specifications, functional descriptions and requirements can be
viewed at the USMA World Wide Web page at

specialist identified above. This RFI will close to response 30 days
afterpublication. Information gathered may or may not be used for a
subsequent solicitation. This document if for information and planning
purposes and to allow industry the opportunity to verify
reasonableness and feasibility of the requirement. This synopsis is not
to be construed as a commitment by the Government, nor will the
Government pay for the information solicited. Respondents will not be
notified of the results of the review. Prospective respondents are
invited to submit information to the Contract Specialist identified
