Systems Center, Systems Program Office has a requirement for
management, technical and software engineering capability to develop,
integrate, field and sustain TRAC2ES. This system provides global
patient evacuation planning in an integrated system. The Government
plans to competitively award, under full and open competition, an
Indefinite Delivery/Indefinite Quantity (ID/IQ) contract with one
cost-plus-award-fee line item and other line items to be ordered on
individual task orders. Contractors will have total system integration
responsibility to include supporting TRANSCOM in the development and
evolution of their doctrine, policy, procedures and organizational
planning through functional process improvement, integrating these
requirements into an automated information system, planning and
conducting sustainment and system training. Contractors should have a
demonstrated capability in program management, business process
re-engineering, system modeling, system cost/benefit analysis, software
& hardware development, system engineering and integration, interface
control and management, associate contractor agreement management,
communications, system security, system support, and training.
Contractors should have the capability of handling classified material
up to Secret. Contractors will be required to perform an oral
presentation of their management and total systems integration
approach. Award of this contract will be based on the best value to the
Government, and the resulting contract will have a 10 year ordering
period. The Government anticipates an electronic release of the RFP via
the internet on or about 18 Mar 98. All responsible sources may submit
proposals which will be considered by the agency. Proposals must be
submitted in writing NLT 1600 hrs on the date specified in the RFP to
HSC/YAR, Attention: Capt Becky Weirick, 8107 13th St., Brooks AFB, TX
78235-5218. The Government requests submission of the past performance
volumes two (2) weeks prior to the closing date for receipt of the
RFP. However, failure to submit this information early will not reflect
negatively upon evaluation of the proposal. A pre-proposal conference
is scheduled for 31 Mar 98 from 1200 -- 1700 hrs CST in the Building
180 auditorium, Brooks AFB, TX. Any technical questions may be

Contractors are invited and encouraged to comment on the draft
